Dear Cabinet Office,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Cabinet Office's handling of my FOI request 'Cabinet Minutes on Saudi Arabia (9 March 1995)'.

The Cabinet Office has refused my request with the the claim that the information requested is exempt under section 27(2) of the Freedom of Information Act as ' the balance of the public interest favours withholding this information.'

I am not satisfied that the public interest is best served by the continued secrecy of Cabinet minutes that should be made public under the the twenty year rule.

The public interest in having a full and accurate record of historical events that have shaped current UK international relations with Saudi Arabia is clearly weighty, especially in light of the current debate over UK arms exports to the Saudi-led coalition used in reported violations of international humanitarian law in Yemen.

There are also well documented and as yet unresolved issues of bribery and corruption in arms deals between the UK and Saudi Arabia that these minutes may assist in clarifying, especially in light of the apparent fact that other key UK government documents from the 1990s have apparently gone missing or been destroyed by other UK government departments.

See these responses from the Ministry of Defence and National Audit Office as examples.
