Dear Scottish Water,

On the Scotland on Tap website there is a list of Frequently Asked Questions one of which is (with the response):

"But my property doesn’t even have a water connection, or I already pay for water through my landlord – why do I have to pay a supplier?

Even if you don’t have a water or wastewater connection, you might still need to pay charges for drainage, if any part of your property or any communal areas you have access to drain to the public sewerage system."

a) Please tell me the total number of businesses you regularly invoice or receive payment from via third party suppliers in Scotland?

b) How many of these fall into the bracket outlined in the FAQ above i.e. the number of businesses that pay only drainage charges?

c) How many businesses that are registered with you do not pay any charges at all?

d) could you supply reasons why a business may fall into b) or c) categories above?

Environmental Information (Scotland) Regulations 2004 (EIRS) under the
exemption contained in section 39(2) of the Freedom of Information
(Scotland) Act 2002.

 

As a provisional point, I would point out that freedom of information is a
right to information where held by a public body provided there is no
exemption to disclosure.  A number of your requests for information are
actually questions or require explanation. Unfortunately this is out with
the remit of the Freedom of Information (Scotland) Act 2002. However
Scottish Water will, where possible, endeavour to respond to your request.

 

Scottish Water is the Wholesaler although we levy charges on the Licensed
Providers; we do not charge businesses. 

As your request is for environmental information, this we believe would be
best provided by Water Industry Commission for Scotland (WICS).  In
accordance with regulation 14(1)(b), I am giving you details of another
public body that may hold the information that you request.  The Water
Industry Commission for Scotland (WICS) website explains the way the
market is set up and the responsibilities of Licensed Providers.

You took 20 days to come up with an answer that does not make sense and could have been written within 5 minutes of you receiving the request. That makes me very suspicious and clearly you feel it necessary to hide the facts. Rest assured I will find out the facts and your lack of effort is noted.
