Dear Cambridgeshire County Council,

Please could you send me the following information:

(1) the number of bus lane penalty charge notices that you issued in 2020, broken down by location
(2) the number of representations made during this period, broken down by location
(3) the number of successful representations made during this period, by location
(4) and a summary of the grounds on which the successful representations were made, again by location.

I am aware of the published aggregated figures at https://data.cambridgeshireinsight.org.u... but I am particularly interested in the comparison between different bus lane enforcement locations.

Further to my previous email, I realise that I omitted to specify that the information that I am requesting relates only to the bus lane enforcement cameras within the city of Cambridge, not to any others that may exist further afield in the county.

Unfortunately we are not able to provide the information in response to
this question. Attempts have been made to produce a consistent answer with
regard to generating appeals data, however, the different reporting tools
have been shown to produce very different results as they all use
different metrics depending on the way in which the data is processed when
someone submits a representation (either via a web form, email or post).
Therefore, this is deemed to be too inconsistent to give a figure that
would be a truthful and accurate reflection of the number of
representations made, and any resulting successful cancellations.

 

The primary obstacle in the way of providing this information is in way in
which representations are collated onto our notice processing system. Due
to having multiple ways that representations are received ranging from
letters, emails, web forms and telephone calls, cases are placed on hold
via different referral codes according to the method received within the
IT system. Upon receiving a representation, cases are put on hold so that
they do not progress, and are referred onto the notice processing team
(appeals officers). Due to the various referral codes and methods of
flagging there is no way to provide consistent data in regards to the
number of representations received.
