Bury and Rochdale Youth Offending Service

The request was refused by Rochdale Metropolitan Borough Council.

Michael Gaffney

Dear Rochdale Metropolitan Borough Council,

1. How many individuals in the care of Bury and Rochdale Youth Offending Service have a gang-involved/gang issues label attached to their file, in your records?

2. For each individual subject to a gang-involved/gang issues label in Bury and Rochdale Youth Offending Service file, I would like the following information:
2a The age of the individual (this could be presented as a list to ensure that each individual entry remains anonymised, i.e. 20 individuals aged 17, 6 aged 18, 22 aged 19 etc)
2b How many of the individuals listed as ‘gang-nominals’ are males, and how many are females
2c The ethnicity of the individual (again this can be presented as a list, i.e. 40 black, 30 white etc)
2d The individual’s risk of harm classification (again this can be presented as a list, i.e. 10 very high, 30 high etc)
2e Has the individual been convicted of a violent offence? (this can again be presented as a list as suggested above)

Yours faithfully,

Michael Gaffney

FOI, Rochdale Metropolitan Borough Council

Dear Michael,

We are in receipt of your Freedom of Information request received 8 June 2020.

The council is facing unprecedented challenges during the Coronavirus (COVID-19) pandemic and as a result is diverting staff to essential service delivery. This means that there are fewer council staff available to carry out the usual day to day activities of the council.

We are therefore not in a position to prioritise your request for information at this time and must advise you to expect significant delays in response. We trust you will understand the pressing need to ensure that essential services are delivered as a priority.

It would be helpful if you could consider if your request is absolutely essential or if you would like to withdraw it to support the Councils efforts at this time. Your request will otherwise be placed in a queue and will be dealt with in line with other priorities once staff eventually become available.

It would help the Council if you could give the information on current events consideration before submitting any further requests. Thank you for your understanding in this matter and please avoid contacting us further about your request at this time, to help us to provide those essential services.

The information Commissioner has published helpful information on their website which supports the councils approach. https://ico.org.uk/about-the-ico/news-an...

Dear FOI,

Please could I have an update on how this request is progressing?

I submitted this request on 6th June 2020, meaning as of today it is now 44 days since submission.

You will be aware that the Freedom of Information Act 2000 (Section 10) requires that requests for information should be complied with promptly, and at the very least within 20 working days, a timescale we are now beyond.

I appreciate that you and your colleagues will have been working under difficult conditions, and these unprecedented circumstances are recognised by the latest guidance from the Information Commissioner's Office on FOI work during the pandemic, so some slippage in terms of timescale is understandable. But a progress update would be appreciated in the meantime, and if possible some indication of when I can hope to receive the information I have requested.

Yours sincerely,

Michael Gaffney

FOI, Rochdale Metropolitan Borough Council

Dear Mr Gaffney,

Further to your recent email, as advised previously, the council is facing unprecedented challenges during the Coronavirus (COVID-19) pandemic and as a result is diverting staff to essential service delivery. This means that there are fewer council staff available to carry out the usual day to day activities of the council.

We are therefore not in a position to prioritise your request for information at this time and must advise you to expect significant delays in response. We are unable to provide a timescale as to when you will receive a response, however, as soon as staff are available your request will be processed.

Apologies for any inconvenience
