Bullying in Wigan Council

Dear Wigan Metropolitan Borough Council,

This request is being made to make the public at large and people in each authority aware of which councils are the worst offenders or the better examples when it comes to bullying in the workplace. All councils have very similar anti-bullying / dignity at work policies, but there seems to be a difference in the level of bullying. This is intended to statistically show those differences.

1) How many employees of your authority have
made an
official complaint of harassment and bullying at work since the 1st April 2009?

2) How many of these complaints were upheld in favour of the
complainant?

3) How many of those which were not upheld in favour of the
complainant went on to Appeal?

4) How many of those that went to Appeal were found to favour the
complainant?

5) How many complaints went on to an Employment Tribunal?

6) How many of these were found to uphold the complaint?

7) Out of how many of those allegations (the number given to question 1) did the complainant of
bullying claim that the bullies were telling lies?

8) How many staff does your authority have and what is the current population within your authority's area?

Dear Sir,

I am writing to respond to your freedom of information request recently
received. This request has been handled under the Freedom of Information
Act 2000.

The response to your request is detailed below.

The total population of Wigan: 321,000 – this data is taken from the
mid-year population estimates 2014

Records detailing historical staffing issues/cases including bullying and
harassment are unfortunately not categorised by the nature of the
allegation/complaint. 

 

Over the 5 year period identified we broadly estimated that approx. 30
employees have made complaints of harassment and bullying.  Therefore to
assess with any accuracy the detailed information in the request would
mean that 4326 number of records, approx. 15 minutes per record would need
to be manually reviewed taking in access of the 18 hours required for an
FOI.

 

However we can share that we monitor through an annual staff survey if
staff agree or disagree with the statement -  ‘the council does not
tolerate any form of bullying’.

 

In 2015, 73% of the Council’s workforce opted to participated in the
anonymous survey and of those 89% responded with responses ranging from
‘neither agree or disagree’ to ‘strongly positive’.  This would indicate
that our workforce feels that should a complaint of harassment and
bullying be made then their concerns would be taken extremely seriously
and investigated fully.

 

If you are unhappy with any aspect of this response, an independent senior
officer will review this decision. If you are not satisfied with our
response you must put your complaints in writing within 40 working days of
receipt of this response giving the reasons for your complaint.  You can

Information Team at the address below.

You can also complain to the Information Commissioner, who is the
regulator for Freedom of Information. His website is

Over the 5 year period identified we broadly estimated that approx. 30 employees have made complaints of harassment and bullying. Therefore to assess with any accuracy the detailed information in the request would mean that 4326 number of records, approx. 15 minutes per record would need to be manually reviewed taking in access of the 18 hours required for an FOI.

I am writing to request an internal review of Wigan Metropolitan Borough Council's handling of my FOI request 'Bullying in Wigan Council'.

Although it may be some time since your reply, I wish to complain against your decision. You say:

I say: if you have the broad approximate number of complaints, you should have the broad approximate number of follow-ups and be able to provide this figure. You are unique amongst councils (about 400 to whom I have written), in that they have provided the information, fully or partially, but with precise figures; You have provided a very "human" figure (which I like but which I think I insufficient). I also say that if you provide the figure of "approximately 30" as a council this obliges you morally to confirm this figure OR NOT exactly
