Bullying behaviours
Dear Conwy Town Council,
Can you please tell me how many councillors have been reported for behaviour perceived as bullying since May 2017? Has there been more than one complaint of bullying against any one councillor during this time, and if I am permitted to ask, which councillors have been reported for this type of behaviour.
I understand some complaints went to the ombudsman and were found to not be in the public’s interest, however, can you tell me what the council’s findings were from your own solicitor and how much did the solicitor cost the taxpayer?

Thank you for your email. I will deal with each of your very specific
point in turn:
1. Can you please tell me how many councillors have been reported for
behaviour perceived as bullying since May 2017?
Two.
2. Has there been more than one complaint of bullying against any one
councillor during this time?
Case 1:
“The Ombudsman discontinued the alleged bullying as it no longer remains
in the public interest to pursue it”. - Ombudsman
Case 2:
“The Ombudsman did not believe that there is a case to answer and
therefore, decided that this case does not merit further action in the
public interest. Therefore, under Section 69(4)(b) of the Local Government
Act 2000 the finding is that no action needs to be taken in respect of the
matters investigated”. - Ombudsman
3. Which councillors have been reported for this type of behaviour?
“The details and particulars of the above should remain confidential for
the time being, to avoid any potential prejudice in relation to the
matters that are being taken forward” - Ombudsman
4. I understand some complaints went to the ombudsman and were found to
not be in the public’s interest, however, can you tell me what the
council’s findings were from your own solicitor and how much did the
solicitor cost the taxpayer?
The payment to the Solicitors is a matter of public information and is set
out on the Conwy Town Councils website – (Council Information – Minutes –
Minutes 2019). However, the Report from the Solicitors is not available
for public viewing as it contains confidential information.

Dear Natasha Flint,
Thank you very much for your prompt response. As per your suggestion I have perused the public information available in the Councils minutes and in doing so noted that those for 14/01/2019 refer to a payment of £5,000 plus VAT to the Council appointed solicitors. As a point of accuracy, I note that there is a minor error in the Declarations of Interest in this document which states "Agenda item 10f, Approval of payments – Lanyon Bowdler Solicitors – Councillors P Hart & T James are directly involved with the agenda item and therefore declared an interest & abstained." However the agenda item referred to as 10f is numbered item 144f in the minutes. http://www.conwytowncouncil.gov.uk/downl...

Dear Sirs,
You will note that one is an agenda item 10f and the other is a minute number 144f. Therefore, the agenda number and minute number are not one and the same thing.
I hope that clears up your confusion on the matter.
