Response to this request is long overdue. By law, under all circumstances, Norwich City Council should have responded by now (details). You can complain by requesting an internal review.

Dear Norwich City Council,

I would like the following questions answered on the buildings insurance taken out by NCC on their properties occupied by tenants and leaseholders

1. Are the policies annual or longer.

2. How are the companies selected that provide the cover. What criteria are used to select them, is there a prequalification process, who performs this if it is done, are the requirements subject to the OJEU process.

3. What is the total value of claims made in each of the last five years expressed as a percentage of the premium paid.

4. How are the perils to be covered decided and by whom.How are they ranked in importance. It appears that they ( the perils covered ) are not necessarily the same from year to year so what criteria are used to select the best offer each time the policy changes. What consultation process takes place.

5. How are properties of differing requirements covered eg some might have significant flood risk, some are listed, some are of unconventional construction all of which would affect individual premiums.

6. What steps are taken to advise leaseholders to the varying changes to their cover when policies change from company to company. What consultation is undertaken with leaseholders on the perils to be covered and those dropped or not covered ever.

7. What steps are taken to ensure that Housing and Property Services are aware of the policy conditions and to ensure that possible claims are always submitted. Is there a formal protocol to cover this.
