Thank you for your request for information as copied below. You have asked
seven questions about the Building Surveying Framework, which we have
sought to answer below.

 

In the first instance, please note that the House of Commons and the House
of Lords are two separate public authorities for the purposes of the
Freedom of Information Act 2000. However, the Building Surveying Framework
is contracted jointly by both Houses. Therefore, the information in this
request covers both Houses of Parliament.

 

 1. [With respect to the Building Surveying Framework] Suppliers who
applied for inclusion on each framework/contract and were successful &
not successful at the PQQ & ITT stages

 

This information is held by the House of Commons. The following suppliers
were successful at both the pre-qualification questionnaire and invitation
to tender stages:

 

o AECOM Limited
o Faithful & Gould Limited
o Donald Insall Associates Limited

 

The following suppliers were unsuccessful at the pre-qualification
questionnaire stage:

 

o Arcadis LLP
o Rider Levett Bucknall Limited
o Ridge and Partners LLP

 

 2. Actual spend on this contract/framework (and any sub lots), from the
start of the contract to the current date

 

This information is held by the House of Commons. The actual spend on this
framework from the start of the contract on 7 November 2019 to the date of
your request was £194,269.

 

 3. Start date & duration of framework/contract?

 

This information is held by the House of Commons. The start date for the
framework is 7 November 2019 and the duration is four years.

 

 4. Could you please provide a copy of the service/product specification
given to all bidders for when this contract was last advertised?

 

This information is held by the House of Commons. The Scope of Service
Provision for the Building Surveying Framework, which was issued at the
time of advertising, is attached to the response.

 

 5. Is there an extension clause in the framework(s)/contract(s) and, if
so, the duration of the extension?

are being either extended or renewed?

 

This information is held by the House of Commons. There is no extension
clause in this framework, nor has a decision been made yet on whether the
framework will be extended or renewed.

 

 7. Who is the senior officer (outside of procurement) responsible for
this contract?

 

This information is held by the House of Commons. The senior officer
responsible for this framework is Isabel Coman, the Managing Director of
the In-House Services and Estates team.
