Dear FOI West,
You have not provided the information i requested,
document 1, Prohibition Restriction of Waiting, refers to City Rd and Not Bridge St/Watergate St as requested.
Document 2, Pedestrianisation Order, is an amendment and not the original Order as requested, this is only partially answered,
Document 3, Plan, is a plan of the area including and surrounding Lower Bridge St and not Bridge st/Watergate st as requested.
The incompetence of your dept is beyond belief! as a result of the above inaccuracies and the falure to explain the delay, i will be seeking an internal review
Yours sincerely,
John Blake

Dear Mr Blake
I have been looking at your request for a review of the TRO’s you
received from Solutions Team. You did not receive the correct TROs and I
have been in touch with Highways and the relevant orders have been sent
through to me .
Please would you let me know whether you wish to go ahead with the review
or whether you would like to see the orders first and then decide whether
you want to go ahead with the review? I note that the original response
from the Council was late, and when you did get the response it was not
complete, so you may still wish these matters to be considered at review?

Dear MAKIN, Helen,
If the correct information is available it should have been provided within the time frame as determined in law. The late production of the correct information does not excuse their incompetent and unprofessional approach to my request, it is for that reason i wish to proceed with the internal review with regard to the incorrect information and the failure to provide the information within the time allowed for such requests.
Yours sincerely,
John Blake
Dear Mr Blake
Thank you for your e mail. The review will go ahead, 26 November, to deal with delay, failure to produce the correct documents and failure to deal with the request under Environmental Information Regulations.

Since the review, further research has disclosed the fact that, the information supplied was still incorrect, i have since discovered that further TRO came into force on the 8th of January 2009. This order revoked the previous TRO with regard to Bridge St. It is not yet clear why this information was withheld
Dear MAKIN, Helen,
Please can someone explain why details of a Further TRO, "The Cheshire County Council (Prohibition and Restriction of Waiting and Street Parking Places) (Chester Area) (Consolidation) Order 2008" has been withheld from me in Previous replies?. It was relevant to my enquiry as it revoked all previous TRO's relating to Bridge St, as disclosed by CW&Cc
Yours sincerely,
John Blake
Dear Mr Blake
I attach these orders which are the ones you are looking for. Apologies, I
did have these to send to you but they came separately from the others
which I have already sent and I over looked sending them to you.

Had i requested to information to use in an appeal against a wrongly issued PCN, the delay and incorrect information would jepodise the appeal because of time limits imposed by the appeal process
