According to your response to this request, you sent letters to planners about 68 bridges and got replies about 50 of them. That is a 73% response rate. Are you really telling me that you also sent 34 PD letters to planners telling them that you need to infill or demolish structures to prevent emergencies, but you did not receive a single reply? I know for a fact you received at least 7. Please provide all the replies planners sent you in reply to the 34 PD letters, as already requested but not included in your response.

You have stated previously that 124 PD letters were sent to planners. You then said that only 34 of these were actually PD letters and you have provided me with them. That leaves 90 that should have been included in your response. I got 68. Where are the letters Highways or Jacobs sent to planners about BCL/106m28ch, AEB/2116, AKC/3, APL/6, AND/18, AWM/3, AYT/55, BCL/97m28ch, BGB/6, BNK/42, BOK1/283, EVL/2055, GNQ4/8, KLO/6, KLO/11, KLO/27, KLO/32, SUX/4A, THA/21, THA/22, WFM/836, WMJ/48 and WTD/3, and any responses?

Please also confirm that you did not receive any responses from planners about BRP/8, BLN/8, BYS/477, EAT/19, EVL/2066, EVL/2081, EVL/2082, FNS3/19m76ch, HBR3/124, KAS/254, LAR/85, LAR/89, PMY2/111, RTS/36, WHJ/8, WMC/1329, CAP/13m69ch, END/709 and PRD/4.

I am writing to request an internal review of Highways England's handling of my FOI request 'Bridge infill letters', ref EIR 101779.

On 2 Jan 2021, I asked for copies of all the permitted development notifications sent to local authorities about infilling or demolishing HRE bridges and tunnels (ref 101698). I was expecting 124 letters because HE had previously said that is how many were sent out. I only received 36 letters about 34 bridges. HE said they had made a mistake. "Letters were sent to the local authorities for 124 structures, but there have only been 36 permitted development letters sent out."

So I asked for all the letters (inc non-PD) sent to LAs about the 124 structures and their replies. I received letters about 68 structures, plus 49 replies, which meant that 22 letters and 75 replies were missing. I was not provided with a single reply to the 36 PD letters despite the LAs response rate to the non-PD letters being 73%. I know that at least 7 responses were sent re the PD letters.

Either your records management is a shambles (including deleting every reply to PD letters about potential emergencies at your bridges) or you have not provided me with everything I have asked for. All I am really interested in at this stage are the LA replies to your PD letters. Please provide them.
