Confirmation
I can confirm that we hold the information you have requested. Please do
see the "additional information" paragraph below which refers you to NCS
Trust’s Annual Report 2017–2018 which details relevant Senior Leadership
remuneration. Beyond the Senior Leadership Team, the information you have
requested is exempt under the FOIA, for the reasons set out in this email,
which should be considered as a refusal notice in respect of this
additional information.
Exempt Information
The information requested is exempt under section 40(2) FOIA as it
contains personal data (as defined under the Data Protection Act 2018
("DPA") and the General Data Protection Regulation 2016 ("GDPR")), of
third parties. Section 40(2) FOIA states that third party personal data
should not be disclosed to a requester if such disclosure would be in
breach of the data protection principles under the DPA.
Beyond the Senior Leadership Team, the personal data was provided to NCS
Trust on the understanding that such information would be kept
confidential and not disclosed to the world at large. The individuals'
roles are not part of the Senior Leadership Team and as such they do not
have responsibility for making significant decisions on how public money
is spent and they would not expect their involvement in this matter to be
known publicly. As such, disclosure of this information would be in breach
of the first data protection principle under section 34(1) DPA and article
5(1) GDPR.
Additional information
You may wish to consider page 28 of NCS Trust Annual Report 2017-2018
where more explicit remuneration information is given about the Senior
Leadership Team (SLT).
This information names the six SLT members during this period, their role
in NCS Trust, and the following detail:
· annualised salary;
· gross salary;
· any performance award earned;
· the employee's pension contributions;
· other benefits; and
· total package.

I am asking for an internal review regarding the refusal of my request.
My request does not ask for personal information, it asks for averages over specific thresholds by department, therefore the only information provided would be department names and average salary for said departments.
