Request for Information

Thank you for your e-mail of 16 May 2010, in which you have asked us to
provide you with information relating to the ICO logo. Your request has
been passed to the Internal Compliance Team, and is being dealt with in
accordance with the Freedom of Information Act 2000 (FOIA) under the
reference number shown above. 

Firstly, in anticipation of public interest of the costs involved to the
change of logo we have already published some of the relevant figures on
our website.  These can be viewed via the following link:

I should mention that the ICO is not required by the FOIA to provide you
with a copy of any information held on our website as this information is
already reasonably accessible to you, and is therefore exempt under
section 21 of the Freedom of Information Act 2000. 

However, we do appreciate that this document does not include all the
detailed information you are seeking, so we will conduct a further search
of our records in order to deal with the remainder of your request. 

We will therefore respond to the remainder of your request by 15 June 2010
which, allowing for the May Bank Holiday, is 20 working days from the day
after we received your request.

Should you wish to reply to this e-mail please be careful not to amend the
information in the ‘subject’ field. This will ensure that your reply

I am writing further to our email dated 17 May 2010 in which we
acknowledged your request for information to the Information
Commissioner’s Office (ICO). You request has been considered under the
Freedom of Information Act 2000 (the FOIA).

Specifically, in your email of 16 May 2010, you requested:

- When was your current logo, corporate style, graphics and
branding implemented?
- Who designed it?
- How much were the designers paid for their services?
- Were other designers consulted? Was there competition? If so, who
was involved, and was any payment made to unsuccessful firms?
- Are there any "alternate" versions of the branding (as in, any
which were designed but not taken up), and if so, please supply an
electronic copy.
- Please provide me with a copy of your logo guidelines, branding
manual or equivalent document.

We have considered your request and for clarity I have responded to each
point in turn.

- When was your current logo, corporate style, graphics and
branding implemented?

It was launched to staff on 01 March 201 and its first external appearance
was 03 March 2010. It is being rolled out in phases, to reduce cost and
waste – most (but not all) items should be in the new corporate identity
by the end of the summer.

- Who designed it? Squad

- How much were the designers paid for their services? £28,520 for
research, concepts, proposals, design and production of manual (including
VAT)

- Were other designers consulted? Was there competition? If so, who
was involved, and was any payment made to unsuccessful firms?

The companies were selected from the Central Office of Information (COI)
framework and COI North West office ran the selection process for us. The
process was to find a designer for most of the ICO’s work, and a new
corporate identity was part of the pitch. We don’t hold any information
about it here as COI North West hold all the paperwork. The ICO made no
payments to any unsuccessful firms. Our contract is with the COI, and they
in turn hold the contract with Squad.

- Are there any "alternate" versions of the branding (as in, any
which were designed but not taken up), and if so, please supply an
electronic copy.

I have attached the alternate versions that were considered.

- Please provide me with a copy of your logo guidelines, branding
manual or equivalent document. I have attached our corporate identity
guidelines.

I have previously advised that we have already published some figures
relating to the new logo on our website.  For completeness I can again

I hope that this provides you with the information you require.  However,
if you are dissatisfied with this response and wish to request a review of
our decision or make a complaint about how your request has been handled
you should write to the Internal Compliance Team at the address below or

Your request for internal review should be submitted to us within 40
working days of receipt by you of this response. Any such request
received after this time will only be considered at the discretion of the
Commissioner.

If having exhausted the review process you are not content that your
request or review has been dealt with correctly, you have a further right
of appeal to this office in our capacity as the statutory complaint
handler under the legislation.  To make such an application, please write
to the Case Reception Team, at the address below or visit the
‘Complaints’ section of our website to make a Freedom of Information
Act or Environmental Information Regulations complaint online.
