I refer to your request dated 2nd May 2009 and can inform you that during
the financial year of April 2008 to March 2009, the amount spent by
Birmingham City Council on bottled water was as follows:-
18.5Ltr Bottles = £51,070.71
11.0Ltr Bottles = £ 2,272.29

These figures exclude any amount spent by schools as the Schools' budgets
are outside of the control of the City Council.

If you are unhappy with the handling of this request and/or the final
decision, you are entitled to make a request for an internal review/appeal.
Such review will be undertaken by Council Officers not involved in the
handling of your request.

I wrote to Cllr Paul Tilsey, deputy leader of Birmingham City Council, to alert him to this revelation. I said:

"The country can't afford this public sector extravagance and lunacy. It has to stop. Use the taps."

Cllr Tilsey replied saying:

"This is not bottled water as in litre bottles, is is water for water coolers, which every office in the country has."

He appears to believe that this makes it somehow less scandalous. I disagree, and in any case the response made clear this was large (18.5L and 11L) bottles. He does however appear aware this is unacceptable as he added:

"We are switching to machines that are connected to the main water supply, then is cooled. Hope this sets the record straight."
