Please disclose the draft copies (supplied to RWM by The Environment Agency (“EA”)) of The EA’s Permit Template for Intrusive Investigative Work (E.g. Boreholes) and The EA’s Permit Application Form and Associated Guidance for Applicants applying for permissions relating to a GDF (E.g. by those Applying for Development Consent (“DCO”) for Borehole Exploration) and subsequent versions of said documents (if any).

Please release the recommendations (to RWM from the EA) Re: Groundwater Protection, including supplementary guidance on The Groundwater Daughter Directive 2006 and relating to restrictions on chemo-toxic substances and relating to other legislative or Regulatory provision.

Please reveal the latest findings of research into the issue of Borehole Capping / Sealing (to include how RWM will prevent pollution of groundwater and how RWM prevent the increased risk of pollution from the chambers via backfilled boreholes).

Here are our responses:

 

Q1. Please disclose the draft copies (supplied to RWM by The Environment

R1. Please find attached the following, which RWM received from EA in
February 2014:

·         draft guidance to applicants on information required in support
of an application for an environmental permit for intrusive investigation
work (“140207 Guidance to applicants - ISE_PESE_d2.0.pdf”)

·         draft permit application form for intrusive investigation work
(“140207 intrusive investigation - permit application form d1.0.pdf”)

·         draft permit template (“140207 intrusive investigation - permit
template d1.0.pdf”)

 

Please also find attached draft EA internal guidance to reviewers of
Preliminary Environmental Safety Evaluation, which EA shared with RWM for
comment in August 2012 (“PESE - internal advice_discussion draft
2.3.pdf”).

 

Please note that this material was provided to RWM as EA’s ‘work in
progress’.  We suggest you contact EA for information on any subsequent
development of these documents.

 

Q2. Please release the recommendations (to RWM from the EA) Re:

RWM received further guidance from EA on the requirements of the
Groundwater Daughter Directive 2006 in a letter of December 2016 (“EA
letter to RWM, December 2016, OTH-16-051”), attached.

 

There is a range of wider guidance which may be relevant to your request,
which should be available from EA.

 

RWM has also received the following recommendations from EA in this area:

·         Recommendation 45 of EA and ONR’s review of RWM’s 2010 generic
Disposal System Safety Case which is available at the link:

·         Recommendations on an example approach to modelling
non-radiological hazards (mercury), in letter GDF/T&O/2015/02, attached

·         Recommendations on RWM’s Technical Note on the requirements of
the Groundwater Daughter Directive 2006, and implementation plan to
address these. in letter GDF/T&O/2016/04, attached

 

Q3. Please reveal the latest findings of research into the issue of
Borehole Capping / Sealing (to include how RWM will prevent pollution of
groundwater and how RWM prevent the increased risk of pollution from the
chambers via backfilled boreholes).

 

RWM has an ongoing research programme on sealing site investigation
boreholes.  A summary of the most recent completed research on the topic
can be found in [3]Sealing deep site investigation boreholes: Phase 1
Report (RWMD/03/042). I will send a copy for your information separately
as it is a large file. This report presents experience from geological
disposal programmes across the world and relevant information from other
industries.  It recommends a programme of further work on this topic, and
Phase 2 of this study is nearing completion. A number of interim reports
on the ongoing work are available via the RWM website and the final report
on Phase 2 is due to be published in late 2017/early 2018. Further
laboratory work and a field scale trial of sealing techniques are planned
over the next three years, as part of Phase 3.
