Booking and attendance data for Hampstead ponds

We're waiting for Pam Cowburn to read recent responses and update the status.

Dear City of London Corporation,

Under the provisions of the Freedom of Information Act 2000, could you provide me with the following information:

The daily total of people who booked swimming sessions from Mar 29 2021 to June 13 2021.

The daily total of people who actually attended swimming sessions that were booked from Mar 29 2021 to June 13 2021. Just to clarify, I would like the data for attendance of booked sessions only, not any free flow sessions.

I would like this data for each of the following venues:

Kenwood Ladies Pond
Parliament Hill Lido
Highgate Men's Pond
Hampstead Mixed Pond

Yours faithfully,

Pam Cowburn

Dear Pam Cowburn,

FREEDOM OF INFORMATION ACT 2000 (FOIA) - REQUEST FOR INFORMATION

The City of London (CoL) acknowledges receipt of your request for information of 14 June 2021.

Public authorities are required to respond to requests within the statutory timescale of 20 working days beginning from the first working day after they receive a request. The Act does not always require public authorities to disclose the information which they hold.

The FOIA applies to the CoL as a local authority, police authority and port health authority. The CoL is the local and police authority for the "Square Mile", ie the historic City of London, and not for London as a whole. Please see the following page containing a link to a map (City of London - Interactive Mapping), which shows the local authority area covered by the CoL:
https://www.mapping.cityoflondon.gov.uk/...

The CoL does have some functions, including Port Health Authority functions, which extend beyond the City boundary. For further information please see: www.cityoflondon.gov.uk.

Yours sincerely,

Dear Pam Cowburn,

FREEDOM OF INFORMATION ACT 2000 (FOIA) – REQUEST FOR INFORMATION

Following your request of 14 June 2021 and our acknowledgement of 15 June,
the City of London (CoL) responds as follows.

Firstly, please note the work of the CoL is funded from one of three
sources which it controls. One is the City Fund (a public, tax-based
fund); another is City’s Cash (a combination of funds including endowments
which have been built up over the centuries); and the third is the Bridge
House Estates (which maintains the five City bridges across the Thames and
supports charities by funding the grant giving activities of the City
Bridge Trust). Only our City Fund activities, ie our functions as a local
authority, police authority and port health authority, fall within scope
of the FOIA. Please see the FOIA, Schedule 1, Part II, paragraph 9. For
further information about the CoL’s finances and budgets, please see the
website at [1]www.cityoflondon.gov.uk/finance.

You asked:

“The daily total of people who booked swimming sessions from Mar 29 2021
to June 13 2021.

The daily total of people who actually attended swimming sessions that
were booked from Mar 29 2021 to June 13 2021. Just to clarify, I would
like the data for attendance of booked sessions only, not any free flow
sessions.

I would like this data for each of the following venues:

Kenwood Ladies Pond

Parliament Hill Lido

Highgate Men's Pond

Hampstead Mixed Pond”

Hampstead Heath is out of scope of the FOIA.

For further information on ticket sales at the swimming ponds, reports and
decisions regarding their management are considered regularly at Hampstead
Heath, Highgate Wood and Queen’s Park Committee. Past committee papers,
including reports on swimming, can be found via the following webpage
link:
[2]https://democracy.cityoflondon.gov.uk/ie...

We hope that this has been of assistance.

If you wish to make a complaint about the way the CoL has managed your
enquiry, please make your complaint in writing to email address:
[3][email address]. For a link to the CoL’s FOI complaints
procedure, please visit the following page:
[4]www.cityoflondon.gov.uk/Feedback, at the end of which is located the
FOI complaints procedure. If, having used the CoL’s FOI Complaints
Procedure, you are still dissatisfied, you may request the Information
Commissioner to investigate. Please contact: Information Commissioner,
Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF. Telephone:
(01625) 545700.  Website: [5]http://www.ico.org.uk/.

The FOIA applies to the CoL as a local authority, police authority and
port health authority; and to the Guildhall School of Music and Drama
(GSMD), which it manages. Subject to any other statutory provisions
requiring the CoL to disclose information, release of information outside
the scope of the Act is subject to the discretion of the CoL.
