RE: 24077  - Bollards in Huddersfield town centre

 

I am writing in response to your request dated 22^nd April 2021.  This has
been dealt with under the Freedom of Information Act 2000.

 

You asked for the following information:

 

Please provide information on the new bollards that have been erected on
John William street in Huddersfield Town centre.

 

·       What is their purpose?

·       Was there any consultation with the public/business owners prior
to the erection?

 

The Council’s response to your specific questions is set out below:

 

Temporary traffic management was introduced on several streets in
Huddersfield, including John William Street, in May 2020.  This was aimed
to support the town re-open safely following the lifting of the initial
lockdown restrictions on 1^ST June 2020.  It aimed to create wider
footways for pedestrians to social distance, space for shops and
businesses to manage queues on the street and provide space for café
licences if required.

 

The Council accessed Department of Transport Active Travel Funding for the
initial traffic management, costing £140,000.

 

This traffic management also aligned with longer-term aspirations to
improve several streets in Huddersfield.  A “Golden Route”, a north-south
pedestrian-friendly spine through the town is a developing aspiration to
compliment the Huddersfield Blueprint and support vitality in the town
centre.

 

The Huddersfield Blueprint and the changing way our streets will be used
by businesses and the people of Huddersfield will require changes to the
traffic management, on-street parking, and road space to be considered.  
This is being tested through Experimental Traffic Orders that are now
being implemented on a number of streets.  The bollards and changes to the
road marking on John William Street are part of this test, and planters
are due to be installed to compliment the bollards shortly.

 

The use of Experimental Traffic Orders is to permit changes to be
considered over an 18-month period by businesses and the community. 

 

The layout of John William Street had several specific considerations, and
these are as follows:

 

·       Increased footway widths create outside space for café licences. 
The Council has now agreed to fund “parklets” to support café licenses if
required.

 

·       Improve the pedestrian experience and maintain space for social
distancing.

 

·       Reduce anti-social behaviour by reducing street furniture.

 

·       Address traffic safety issues at the Westgate junction.

 

·       Slow traffic speeds, reducing opportunities for terrorists’
attacks on Market Place and New Street.

 

The Council are open to all dialogue on the changes during this period and
as part of an on-going consultation, changes can be considered.  Details

The Experimental Traffic Orders will cost an estimated £130,000, the
bollards costing £43,932.51.  The works are funded by Council Capital and
from European Regional Development Fund.
