Regarding your Freedom of Information request about blue badge parking,
please see the response below marked in red.

 

 

1.    Can you please outline exactly where in legislation, regulations or
law there is a requirement to wait for at least one hour before parking in

City of York Council have a very robust policy when it comes to our
residents and visitors with disabilities. We allow unlimited free parking
in any of the council pay and display car parks, you may also park in
'resident only' areas without a resident permit for an unlimited period. 
With regards to the 'no return within 1 hour' this is a national policy
set by government as prescribed in the 'blue badge scheme rights and
responsibilities in England' a copy of which should be supplied with all
blue badges and certainly is here in York. You can read the policy online

2.    Can you please provide the definition you use for "the area".

 

This is the same policy that also defines what is classed as 'The area' in
other words the area that is/has being parked within and insomuch that: 
You must wait for at least one hour after a previous period of parking
before you can park the same vehicle in the  same area/same part of the
road on the same day.
