entitled "Are you affected by congestion at the Blackwall Tunnel?"

Could you please send me each response to this email. If responses came from businesses, please include the name of the business that sent the response.

Thank you for your email received on 13 May 2015 asking for copies of the
Blackwall Tunnel email responses.

Your request has been considered under the requirements of the Freedom of
Information Act 2000 and our information access policy. I can confirm that
we do hold the information you require.

 

Please find attached a table providing the requested information.
Providing a response to this request required a significant amount of work
including the reformatting, re-organising and cross-checking of data, and
this work exceeded the ‘appropriate limit’ of £450 set by the Freedom of
Information (Appropriate Limit and Fees) Regulations 2004, however in the
interests of transparency we have provided the information requested on
this occasion.

 

That said, should advise you that under section 12 of the FOI Act, we are
not obliged to comply with a request if we estimate that the cost of
determining whether we hold the information, locating and retrieving it
and extracting it from other information would exceed the appropriate
limit. This is calculated at £25 per hour for every hour spent on the
activities described.

 

We are keen to comply with our obligations under the Freedom of
information Act and also to have an open engagement upon the Silvertown
Tunnel Scheme. Over recent weeks we have received a number of complex
requests from you which have been answered in good faith under the
requirements of the Freedom of Information Act and the Environmental
Information Regulation, despite the extensive additional workload it has
placed upon our staff. We trust that the responses provided give you the
information you require, however if you do require any further information
we would encourage you to work with our consultation staff with regard to
the Silvertown Project so that the information you seek can be discussed
in advance through those channels first, as regrettably we may not be able
to answer further FoI or EIR requests from you on this topic due to the
excessive burden these can place on our staff. The project team can be

Dear Mr Hurt,

Thank you for your response and the document, and for the time taken in obtaining these results.

In light of your response, I would like to emphasise that it is in TfL's interests to act openly and honestly about the Silvertown Tunnel plan, especially considering the consequences for communities near the proposed route. When its consultation team starts asking the public for anecdotes to help a PR battle, rather than using hard data to push a case, it can hardly be surprised when people use Freedom of Information law to seek more information on its activities in promoting a deeply flawed proposal.
