Dear Blackpool Borough Council,

Please can you provide me with the following information about the Blackpool Beach Patrol:

1. the number of beach lifeguard employed by the Council, split between whole time staff and seasonal staff.

2. the number of supervisory and managerial staff within the service, again split by whole time and seasonal staff.

3. Job descriptions for each position / job title within the service

4. The approved budget and a detailed Income & Expenditure account for the service for the last three financial years at the most detailed categories recorded on the Council's finance system. If this information is available at a monthly level please provide at that level.

5. A fleet list of vehicles and vessels used by the service including make/ model / registration numbers

6. the times / date covered by the service.

7. the number of fixed posts manned by lifeguards

8. details of the number / type of incidents attended for each of the previous three years.

FREEDOM OF INFORMATION ACT 2000 – INFORMATION REQUEST

 

I am writing to confirm that we have now completed our search for the
information you requested on July 18.  I wish to advise you that some
information cannot be disclosed as exemptions apply.

 

1.       The number of beach lifeguards employed by the Council, split
between whole time staff and seasonal staff.

 

·         One Manager

·         Three full time staff

·         Seasonal Staff phased in from 4^th July – 4th Sept  between 9 &
10 working on average each day (including full time  staff) to cover 7
miles

 

2.       The number of supervisory and managerial staff within the
service, again split by whole time and seasonal staff.

 

·         One Manager

·         Three full time supervisors

 

3. Job descriptions for each position / job title within the service

See attachments (note that some of these job descriptions are currently
under review to reflect changes in Council structures)

 

4. The approved budget and a detailed Income & Expenditure account for the
service for the last three financial years at the most detailed categories
recorded on the Council's finance system. If this information is available
at a monthly level please provide at that level.

See attachment. Note: Income and expenditure is enclosed at the level of
detail that we can provide without exceeding the appropriate limit as
stated in the Freedom of Information (Fees and Appropriate Limit)
Regulations 2004.  In relation to detailed income and expenditure, this
letter acts as a refusal notice in accordance with s.17 of the Act for
that part of your request.

5. A fleet list of vehicles and vessels used by the service including
make/ model / registration numbers

 

·         One Land Rover, 3 ATVs & 2 Rescue Water Craft

 

6. The times / date covered by the service.

 

·         9:00am to 4:00pm between November 6^th and April 1^st; 9:00am to
17:30 for the rest of the year. Year round Beach Patrol Service 365 days a
year augmented with Season Beach Lifeguard through 4^th July – 4^th
September

 

7. The number of fixed posts manned by lifeguards

 

  No fixed posts (temporary surveillance tower at Blue Flag beach at
Harrowside)

 

8. Details of the number / type of incidents attended for each of the
previous three years.

 

Beach Patrol Annual Reports for  2013, 2014, 2015 are attached
