I am writing in response to your email received by Post Office Limited on
26 April 2012, which I am dealing with under the terms of the Freedom of
Information Act 2000.

In your email you requested the following information;

1. Has Horizon been subjected to Bit Error Rate testing?
2. If so, has the testing ever registered an error?
3. What error rate is treated by Post Office Limited as being
acceptable?

The Post Office through its technology partners has a robust communications
infrastructure which is resilient through to the branch level where
alternative data communication channels are available should any failure in
service occur.

Whilst The Post Office does not specifically conduct Bit Error Rate
testing, and therefore we do not hold information in respect of parts 2 and
3 of your request, the performance of the communications infrastructure is
closely monitored and corrective actions taken where performance issues are
identified. Inherent within the data communication system used any
transmission errors are rectified by the communication software and
therefore Horizon is presented with clean accurate data.

Where there is a communications failure the Horizon application recognises
the issue and enables the transaction to be retried either through the
normal communications channel or through the backup communications
available in all the branches. This is seamlessly managed through the
system and is transparent to the Horizon user.
