Bike Parking Tax, objection numbers, for and against

Dear Westminster City Council,
Having imposed a bike parking tax,

Please tell me how many objections you got for each of two consultations that you that were carried out, and how many of the objections you replied to individually

I know that you do (or most certainly should have these figure on record).

I also want the number of supporting responses you received, during each of the two consultation mention above.

(I would consider failing to produce these figures gross incompetence since the new bike parking tax was imposed after carrying out two expensive consultation the object of which was to RECORD the numbers of people who did and did not want the proposed tax.

If you are seriously going to tell me that you do not hold these figures, then I suggest you contact Mr Peter Large and ask him for the figures, and if he hasn't got them, then let him know he really is in trouble.

Dear Sir or Madam,

Regarding the supporting responses to the consultations:

As stated previously this information is not held by Westminster City
Council (WCC). All correspondence received is not categorised into "for or
against" the Motorcycle Policy.

WCC were able to produce the number of objections because as part of this
process for impleminting the Traffic Orders the public were given the
opportunity to object to the scheme.

Dear Customer Relations,
let me get this absolutely clear.

You are saying that you carried out two consultation (which I now expect your next reply to contain the cost for each) and you do not know how many responses you had in favour of the new bike parking tax that the consultation was carried out specifically to find what the public response was.

This is bearing in mind you know the number of people that said they were against it.

If you are unable to say how many response you had in favour of the tax, then I will be expecting an answer from a higher ranking official who can explain how your council spent the amounts (that you are to reply to me with)and failed to COUNT ALL REPLIES FOR AND AGAINST.

I suppose you expect me to think that its ok to have an election and only count the votes that you want, and not to count any you don't like.

Dear Spannermonkey

Thank you for your email seeking further clarification with regard to our
response to your recent Freedom of Information Request (our reference
5165).

As per our previous correspondence, the council conducted 2 consultations
regarding the proposed Motorcycle parking scheme. Our response clearly
states the number of responses received during this consultation period as
per your request. As the second consultation was for objections to making
the scheme permanent, all responses were judged as objections. Therefore,
no responses in support were received as this was not the aim of the
consultation.

Additionally, as per the responses you have received and responses to
similar previous requests (available via WhatDoTheyKnow) the council does
not count or categorise all general correspondence. Therefore, the council
does not hold the information you have requested. The council is not able
to provide any additional clarification on this point and consequently we
will not enter into further correspondence on this matter.

I note from your correspondence that you wish to know how much the
consultations regarding the Motorcycle Parking scheme cost the council.
This is a new request for information as defined by the Freedom of
Information Act and acknowledgement will be provided under separate cover.

Dear FOI,
Having attended the appeal court on March the 14/15 2011, the numbers for and against the bike parking tax received during the consultation were stated on the recorded during the proceedings.

DO I HAVE TO GET A TRANSCRIPT OF IT FROM THE COURT????

Or will you check with your legal department to find out the numbers stated, and that was uncontested, during the trial???
