Dear Surrey County Council,

Do you have any recorded information about Beecholme Childrens Home, Surrey. If so what types of information do you have?
I am thinking of
children's records [i obviously know that they cannot be released via foi] , if so between what dates? and how many.
beecholme management meetings - if so what dates
Social service meetings with mentions or reports of Beecholme
Any financial settlements made with children subject to abuse there - if so how many?
Are there any other types of records that local authorities usually keep of a childrens home that they send child to or other authorities do in your area, especially if there has been abuse there.

Could you send me a copy of the recorded information that showed that Beecholme was run by Kensington and Chelsea and Wandsworth, thankyou.
"Our records show that Beecholme Children’s Home at the time it was run was under the
control of Kensington and Chelsea Council and subsequently Wandsworth Council although
the property is now within our boundary following the various local authority boundary
changes over the years"

"What is DPA?"

The Data Protection Act 1998 ('DPA') is the UK legislation governing how
information related to living individuals is to be handled and processed.
In schedule 1 of DPA 1998, the 8 data protection principles are listed.
Specifically, Principle 6 requires data controllers (such as Surrey County
Council) to process personal data in accordance with the rights the Act
gives to individuals. Under section 7 of DPA individuals have the 'right
of access to personal data'. When requesting access to any personal
information we may hold, we call these requests for information 'subject

"What is the difference between FOI and SAR requests?"

FOI requests fall under the Freedom of Information Act 2000 and SARs fall
under the Data Protection Act 1998. So what is the difference or which
type of request should be submitted? This depends on the information you
wish to acquire.

Subject Access Requests (SARs) are the right of an individual under s.7 of
DPA to access their personal data. 'Personal data' must relate to a living
individual and allow that individual to be identified from it. If you

The Freedom of Information Act 2000 (FOIA) provides public access to
information held by public authorities. This is achieved in 2 ways, (i)
public authorities are obliged to publish certain information about their
activities; and (ii) members of the public are entitled to request

recorded form, we do not have to create new information or find the answer
to a question from a colleague if the information is not recorded. The
FOIA does not give people access to their personal data. If you would like

“How do I submit a request for information under the Data Protection Act

to make a subject access request (SAR) through our [5]online form or in

“What is required in order for me to submit a request for information?”

·         All requests must be in writing (email, letter or online
application)
·         Proof of identity (such as a passport or driving licence)
·         Proof of address (such as bank statement, benefit statement,
wage slip, utility bill etc)
·         Details of the specific information you wish to access (such as
a particular document or material from a specific time period)
·         £10 administration fee
·         Evidence of consent if applicable. Please note, in accordance
with the Data Protection Act 1998 we do not disclose third party
information.
·         Evidence of parental responsibility if applicable

A data controller is a person who (either alone or jointly or in common
with other persons) determines the purposes for which and the manner in
which any personal data are, or are to be, processed. Surrey County
Council is a data controller (our data controller registration number is

We are presently conducting a review of our archived records and can identify no information in relation to the home, to date. We consider that we are unlikely to locate any records in relation to Beecholme as we were not the Local Authority responsible for the home. Kensington & Chelsea, London County Council and Wandsworth Council are on record as having responsibility for the Home and we recommend redirecting your request to them.
