BBC TV Licensing black listed addresses
Dear British Broadcasting Corporation,
How many addresses are flagged or 'black listed' for routine visits by TV Licensing?
By 'black listed' I mean addresses flagged due to that maybe the address is subject to a previous search warrant or the address is suspected to be occupied by a known resistor to the tv licensing system and Capita have been advised not to visit the address in fear of repercussions and possible subsequent YouTube videos during such visits or addresses subject to serious complaints to the BBC about the conduct upon such routine visits by Capita.
Please do not include the numbers of addresses where the withdrawal of implied right of access is in force as I am solely interest in figures relating to properties where the BBC/Capita have flagged as 'no visit' or however your terminology for such addresses is denoted.

Although I have noted that I have received all the information I don't believe the response to be 100% accurate. The reason I say this is that I am known to TV Licensing as a, let's say, campaigner regarding the persecution of the legally licence free community, and I have had no visits to my address in two years since I uploaded a video to YouTube where a TV Licensing operative visited me. I have never deployed WOIRA on this address and therefore conclude that my address has been blacklisted by TV Licensing/Capita as they fear another upload to YouTube by a known resistor the the TV licence enforcement system.

The BBC might not have a list, but you can bet your most valued possession, that Capita goons, DO have such a list.
It is known as the "No hopers & waste of shoe leather" list.

OK TVL - there is an unlicenced TV on the 4th floor, GCHQ Cheltenham.....when will you be paying a visit?
There is also one in the gate shack, in Memworth hill, north yorkshire.
Also many more at Raf Mildenhall & Lakenheath (USAFE)
Are these addresses excluded from your database? .....of course they are, your reply to the requester is a proven LIE.
