Basis, Role and Purpose, Function and Long Term Overall Effect, of Note and File Only Orders in Northern Ireland.

Dear Department of Justice (Northern Ireland),

A lot has been written about the causes of poor mental health, low self esteem and low levels of morale and staff engagement in NICS.

Long Standing, Fully Officially Supported, unanimously Officially Endorsed, life-term Note and File Only Orders are, like official and lifelong Communication Bans, historically the bane of NICS, thought to play a huge part.

I write to enquire please if there is any record of DOJ ever expressing an opinion on the Note and File Question or on the Forensic Testing of Evidence? Could I please have a copy of such opinion and also details please of the average tariff actually served by someone subject to a lifelong Communication Ban?

Dear Department of Justice (Northern Ireland),
Hey, we’re a bit overdue. Not to worry.

Please remember that FOI does not require DOJ to invent records that don’t exist. Not at all. FOI requires nothing of the sort and are in no way demanding.

If DOJ records are silent on the topic of Noting and Filing evidence, and if DOJ still sees no need for forensic testing of disowned, apparently fraudulent, possibly (no one is judging) criminal, career ending materials , then please do not be afraid to just say so.

That is all FOI Legislation requires.

Regarding life term Communication Bans, if life in every case means life, and there is no record of anyone ever being granted a reprieve, again just say so.

Rest assured , no one looking at sacking levels and at psychiatric injury levels in NICS will be in any way surprised.

This is Open Government, this is FOI working as it should getting a true, honest and fairly drawn picture of standards and conditions in NICS out there just as Parliament in its wisdom intended.

Hi I don’t like to seem in anyway impatient but the thing is that Outsourcers, like Capita for instance, are very much in the Market spotlight these days. Bondholders are apparently known to be be mobilising to prepare for a radical financial restructuring of the company. There are rumours of errors in assessment processes leading to pervasive lack of trust and untenable human costs. When I advise that the shares of Capita for instance, have lost over two thirds of their value in the last financial quarter, I think we all get the picture.

I know it is probably unnecessary but this short note, then, is just a reminder that, in these circumstances, given the HR Connect link, and to avoid any possible future allegations of cover up or non-disclosure it is more than ever crucial that all FOI Requests that could possibly impact on the share price or valuation of outsourcing companies are answered in a full, complete, open and timely manner just as Parliament intended.

Dear Department of Justice (Northern Ireland),
Hi, this FOI Request, and numerous others like it are overdue. We aren’t really getting anywhere. Things are getting embarrassing, servers etc are getting overloaded. People too.
Systems were never meant for delays on this scale.
If the Department for Justice, then, despite extensive searches really has no record of ever expressing an opinion on the Note and File Question or on the Forensic Testing of Evidence, if DOJ are entirely happy with continued Noting and Filing Only of Evidence, then that’s just how things are.

Rest assured there simply and absolutely is no need to invent or create records that aren’t there. FOI does not require that.

I’ll just let people know the situation, and quietly withdraw the Query. Thank you. Shareholders in Outsourcers for instance, really do need to know how things stand. This is what FOI is about, working exactly as Parliament intended.
