Bamford and Co Ltd; are they bound do adhere to the building regulations 2010 ?

Ought Bamford and Co Ltd; who manufacture and install electronic door entry systems, to comply with Building Regulations Act 2010? If they are to comply with this Act, who is responsible for making sure that they have complied with this Act?

Dear Tom Clifford, Thank you very much for your email in reply to my request for information. The reason I have been asking for imformation is because I would like clarification of any rules and regulations. I have tripped on a hazard on the doorstep created when Bamford and Co Ltd; had installed one of their own electronic door entry systems to a block of low rise flats owned by Erimus housing association (Thirteen group). The hazard that I had tripped on was created when Bamford and Co Ltd; were installing their own doors into the communal entrance to the block of flats were I live..... One of the components of the electronic door system is a sheet of metal which Bamford and Co Ltd; had placed on the existing doorstep at the communal entrance. Instead of this sheet of metal lying flush with the doorstep...it is overhanging. There are identical Erimus flats in close proximity to the block where I live and none of these 3 surrounding blocks have an overhang of metal sheet on the doorsteps. The overhang of the metal sheet on the block where I live is what caused me ahead injury, which needed 6 staples in the wound. I went flying into the hallway and my head went smash into a corner of a brick wall. What about those responsible? You state that Middlesbrough council do not have to be present during the installation of the door entry system by Bamford and Co Ltd; but the question is ...... who has inspected the hazard?? ? I wanted to know if the building regulations specifically related to the placing of this metal sheet over the existing doorstep and I have not got the answer that I am looking for. Incidentally Bamford and Co Ltd; have a website and on this website is a LOGO from the British standards institute. Thankyou for reading my email.

Thankyou for replying to my request for information.
You have provided me with some information but I am still wanting clarification, about the rules and regulations relating to Bamford and Co Ltd placing a metal sheet on the existing doorstep to the communal entrance to the block of low rise flats where I live. It is overhanging thereby creating a trip hazard. If you claim that housing associations or councils do not have to be present when these electronic door systems are installed by Bamford and Co Ltd; then when exactly are they bound to inspect these installations to make sure that there is not a trip hazard? Middlesbrough council did not inspect the installation of these electronic door entry systems because the job is deemed too small, (De Minimus) and likewise erimus housing association did not inspect the installation of bamford and Co Ltd; electronic door entry system no doubt because they think the job is too small. Bamford and Co Ltd; have accreditation from the British Standards Institute and they do not inspect the installation of the electronic door system by Bamford and co Ltd; You state that Erimus housing association and Middlesbrough council do not have to by law inspect the installation of electronic door entry systems by Bamford and Co Ltd.... but when are they going to inspect that there is not a trip hazard and if they do consider that there is not a trip hazard, then I would like to know why.
