1. Please provide information on BAME (black, Asian and minority ethnic) representation within your Local Authority workforce (data/info from 2019 onwards)?
2. In light of the Green Park ‘Service Leadership’ report, what is your Local Authority doing to:
a) ensure BAME representation in senior leadership positions?
b) ensure BAME representation across the entire workforce?
3. How does your Local Authority ensure the Public Sector Equality Duty is applied, with particular reference to BAME representation within the workforce?

2. In light of the Green Park ‘Service Leadership’ report, what is your
Local Authority doing to:

a) ensure BAME representation in senior leadership positions?

The equality profile of our workforce including senior officers is part of
the corporate KPIs.
The senior leadership team includes a number of BAME including the Chief
Executive and the Director of HR & Customer Services.

 

b) ensure BAME representation across the entire workforce?

The % of BAME staff in the organisation is similar to the % in the local
authority population.

 

3. How does your Local Authority ensure the Public Sector Equality Duty is
applied, with particular reference to BAME representation within the
workforce?

The public sector duty is reflected in the Council’s Equality Policy and
our approach to Equality Impact Assessments.
The duty is also covered in our equality training courses both for staff
and managers.

Please note:

Section 1 of the Freedom of Information Act 2000 (FOIA) places two duties
on public authorities.  Unless exemptions apply, the first duty at Sec
(1)(a) is to confirm or deny whether the information specified in a
request is held.  The second duty at Sec (1)(b) is to disclose information
which is permitted to the public domain and that has been confirmed as

provide the requester with a notice which: a) states fact b) specifies
exemption(s) in question and c) states (if that would not otherwise be

Section 12 (1) of the Freedom of the Freedom of Information Act states
that a public authority is not obliged to: “…comply with a request for
information if the authority estimates that the cost of complying with the
request would exceed the appropriate time limit of 18 hours of an officers
time to manually review records, retrieve and collate the data which we
are not obliged to do under the act if to do so would exceed the 18 hour
time limit.”
