Stockport MBC is currently handling a significant amount of ongoing information requests.
We are unable at this present time to confirm whether we will be able to provide the information requested within the statutory time frame.

Please be advised the information returned may not be complete in whole or in part. This is due to government wide measures to prevent the spread of COVID-19,

There is a large volume of business critical work ongoing, including the possibility of staff in non-critical roles being reallocated to operational roles.

We are currently focussing our efforts toward the protection and safeguarding of high risk groups, the public and our staff during the COVID-19 outbreak, and as such the business area may not be able to provide full information for the completion of the Freedom of the Information request.

I trust, during this difficult time, you will understand this position. If you are dissatisfied, we would advise you re submit your request in 3-6 months time, where we may be in a position to confirm our response or provide further information.

Dear Mr. Gordon,

We have received your email regarding our response to your FOI request.

Regarding the sums breakdown, when we organised the data into the table for our response to you on 15th September, this data was presented in a clear, accessible way on our systems. This was verified by another SMBC FOI officer. The headings, type of contribution and sum figures were assigned to each other correctly.

Can you confirm if the format of the sums table has been disrupted or disorganised in some way which has made it hard or impossible to interpret?

If this is not the case, can you tell us what you need to interpret from the data we hold? This may help our understanding. The service area can provide additional explanations about the relevant terms, schemes and works if needed.

Regarding your request for copies of receipts and/or photographic evidence of the sums suggested, we will be treating this as a further FOI request which we will aim to respond to by no later than 20 working days.

Unfortunately, we are not able to publish copies of invoices, as these
contain commercially sensitive information.

 

The information you have requested is exempt under Section 43 of the
Freedom of Information Act 2000 as it is considered commercially
sensitive.

 

We believe that by releasing this information it would be against the
interest of the council’s commercial interests as well as that of the
companies.

 

However as Section 43 is not an absolute exemption I have detailed a
public interest test below outlining this decision.

 

Reasons in favour:

o Stockport Council is committed to transparency and releasing this
information would be in line with that.

 

Reasons against:

o Releasing the information in regard to the individual  works
undertaken could discourage the contractors from bidding for future
work, and provide a less competitive market which would not be in the
Councils Commercial interest.
o It would also reduce the attractiveness in bidding for contracts with
the Council as the release of information about suppliers might
dissuade them and other suppliers from approaching the council for
future tenders which would not be in the council or supplier’s
commercial interests.

 

In consideration the reasons against outweigh the reasons in favour and
the exemption is applied.

 

However, below are details of what the expenditure and commitments relate
to:

 

Open Space Contributions

Please note there was an error in the original FOI response: the actual
cost recorded on the database was incorrect. The records have now been
corrected.

£3,160.30 was spent on modifying the climbing frame unit in Maple Avenue
Play Area so that it offered more play value and challenge.

Open Space Play Maintenance is drawn down for maintenance of equipment
over 25 years.

 

Highway Improvement Works

Monies spent to date comprise the costs incurred in developing proposals
for a pedestrian refuge to be constructed in Albert Road near to the
Crosby Homes development. The proposals initially drawn up by officers
were consulted over and presented to Cheadle Area Committee and Bramhall
Area Committee (the road forms the boundary of the areas) in August 2011

Following the review and consultation, further work was undertaken to
ascertain the cost of improvements to pedestrian facilities at the Albert
Road / Cheadle Road signal junction.  The anticipated cost of providing a
refuge at this location greatly exceeded the funding that was available at
the time, especially as the research included investigating the cost of
diverting statutory undertakers’ equipment, which were found to be
considerable. The scheme was put on hold until such time as further
funding became available, and the impact on traffic flows due to the
A6MARR opening could be fully assessed. Whilst traffic flow changes due to
the opening of the A555 in October 2018 might now make provision of such a
refuge feasible it is not possible to determine this until there is a
return to normal traffic conditions post-Covid-19.  Should the commuted
sum remain available at that time it would be proposed that surveys be
undertaken and the provision of a refuge re-visited.
