i understand recently you have allowed marstons bailiffs to issue a indemnity against prosecution to a person under mental health care and conceal this indemnity from you for 9 years without action
i believe this is fraud on their part and negligence on yours
can you confirm whether you have allowed a indemnity of this kind which breaks the equality act to go unpunished and your explanations as to why
is it within your contracts to allow third party agents to make a financial gain for themselves to the detriement of someone under your duty of care and to conceal it from you for a very long period of time .?
which officer is in charge of agreeing to this being acceptable and thus not liable for prosecution

I refer to the above and your requests dated between 5th October 2019 & 9th January 2020. I have contacted the relevant services and now provide a response to your requests.
I have amalgamated the 25 requests that you have put in, I have attached the list of questions and answers. We have not answered any questions which asked for an opinion as these are not coved by FOI.
I trust that this response is satisfactory. If however you are dissatisfied with this response you have a right to appeal to an independent officer within the council. They will re-examine your request and assess whether we have adhered to the requirements of the act. I am writing to request an internal review of Leeds City Council's handling of my FOI request 'Bailiff indemnities'.
given the seriousness of the question asked .the failure to act i believe comes under a breach of the care act 2014
their is absolutely no reason for not answering questions for which you hold the info .this indemnity has been reported to you and investigated so their is no reason not to answer why the law break is not being punished

I am sorry you were not happy with the response provided to your 25 requests. I have reviewed your concerns as the manager of the information management and governance requests team and provide the following response in accordance with stage 2 of the councils complaints procedure for freedom of information requests.
Having reviewed the response to your questions I consider that appropriate responses have been provided in all cases where your questions are for recorded material held by the council, and not requests for the opinions of the council on particular matters. I do not therefore uphold your appeal.
