Audit's of Training Providers in Northern Ireland

Dear Department for the Economy (Northern Ireland),

I understand Northern Ireland colleges are subject to audits in relation to the Training for Success programme. I understand this programme is part funded by the European Social Fund.

1) Could you tell me which organisations carry out the audits?

2) Could you provide me with a list of the documents inspected?

3) What is the retention period for documents in relation to the Training for Success programme?

4) Are the documents held by colleges electronic or paper based?

5) Does the auditor/s require these documents to be provided in hard copy or electronic format?

Thank you for the information provided.

If I could just clarify;

1) Did the European Social Fund part-fund Training for Success before 2015? I note the guidelines state the ESF logo is not to be used in promotional material from 2015 onwards?

2) The retention period for documents associated with Training for Success is 6 years, does this mean that for a contract ending 2020, documents must be retained for inspection until 2026?

3) Do documents such as reviews, timesheets and personal training plans require signatures for audit purposes? for example could a completed review or timesheet with signature be scanned and held electronically by a supplier? would this be deemed acceptable by the audit team?

4) Could a training supplier go paperless, retaining all documents associated with Training for Success electronically? would the audit team be agreeable with this? This would mean a trainee or apprentice file would be completely electronic, no paper based documents would be retained.
