Dear Greater Manchester Police,

Please pass this on to the person who conducts Freedom of Information reviews.

I am writing to request an internal review of Greater Manchester Police's handling of my FOI request 'Assistant Chief Constable Rebekah Sutcliffe'.

A full history of my FOI request and all correspondence is available on the Internet at this address: https://www.whatdotheyknow.com/request/a...

Yours faithfully,

Edward Williams

Greater Manchester Police

Dear Mr Williams,

I write in response to your request for a review dated 22/11/18 of the handling of your Freedom of Information Act 2000 (FOI) request dated 17/11/18.

In your request for review you have expressed dissatisfaction with the response to your FOI request caused by the application of exemption from Section 14 of the FOIA.

Following a review of your request, I have upheld the use of and justification applied to balancing factors for and against disclosure, accounting for the public interest. ICO guidance on S14(1) Vexatious requests states requests can be deemed to be vexatious if they meet the following criteria:

Burden on the authority (due to the volume/complexity of your requests)
Frequent or overlapping requests (again due to the volume of your requests)
Unreasonable persistency/personal grudges

As explained in the original response to this request, under the provision of the Act an authority must process a request in writing from a named applicant under the terms and conditions of the legislation. Whilst giving maximum support to individuals’ genuinely seeking to exercise the right to know, the Commissioner’s general approach will be sympathetic towards authorities where requests can be characterised as being part of a campaign.

I trust you are satisfied with the outcome of your review and this email has helped to clarify the initial response, if not you may refer the matter to the ICO whose details are noted below:
