Thank you for your response which appears to be incomplete!
According to the 'Preliminary flood risk statement and sequential test' submitted in relation to the planning application (21/00917/FUL) for this new leisure centre development it states...
"The Report is to provide initial flood risk sequential testing for the site in question and should be read in conjunction with similar reports for other sites proposed for this development."
You may also be interested to know the 2015 feasibility study by Burohappold, Gleeds, Calderdale Council and GT Architects that was previously available via the Next Chapter website, that was also published a year after the Halifax Delivery Plan to which you refer included other sites that weren't previously considered!
