The South Eastern Education and Library Board having considered your
request for information can confirm under the Freedom of Information Act
2000 section 1(1)(a) that it does not hold the requested information as
the number of children with Autism Spectrum Disorder temporarily or
permanently excluded from school in 2014 cannot be identified from the
data held by the Board.

 

If you have any complaints in respect of your information request, please
submit your complaint in accordance with the Board’s Comments and

I am writing to request an internal review of South-Eastern Education and Library Board (Northern Ireland)'s handling of my FOI request 'ASD exclusions'.

I believe the SEELB do hold the information in relation to this FOI
request but are refusing to provide it. Also SEELB made no attempt
to provide reasonable advice and assistance with this request.

Following a meeting of the South Eastern Education and Library Board
(SEELB) Internal Review Panel on 5 March 2015, the Panel, having assessed
your request for information and its response to you, has agreed to uphold
the original decision provided to you and can confirm that it does not
hold the requested information as the number of children with Autism
Spectrum Disorder temporarily or permanently excluded from school in 2014,
cannot be identified from the data held by the Board.

 

This decision is based on the fact that the number of children on the
Special Educational Needs Code of Practice Stages 1-5 suspended within the
SEELB changes on a regular basis and their specific Special Education Need
is not specified or recorded.  A child on Stages 1-2 (and often Stage 3)
of the Code of Practice will not be known to the SEELB’s Educational
Psychology Service or Special Education Unit as behaviours will be managed
internally by the school, therefore, apart from contacting each school
individually, the Board would not know the nature of the special need. 

 

Please find attached for your information the SF1 form used engaged on a
five Board basis, which records Pupil Suspensions for Education and
Library Boards.  The form does not require the special educational need of
the pupil to be specified.  The form is available on the Department of
Education website via the following link: [1]http://www.deni.gov.uk/
