I was wondering if you could tell me if Selwyn Street is under article 4? I'm planning to view a 5 bedroom house which is HMO compliant however does not have a licence. If it is not under article 4 can I use it as a 4 bed HMO without licence?

Response: We have no articles 4s for HMOs. If you require any further
planning advise you should go through the council's pre app service.
