We would like to request information on which (if any) services you commission to provide Independent Advocacy for people accessing support in the following processes in your area:

- s117 aftercare (under the Mental Health Act)
- Continuing Health Care (CHC)
- Continuing Care
- personal wheelchair budgets
- personal health budgets

Q1. Could you provide details of any service(s) you commission to provide Independent Advocacy Support to adults and children or young people receiving aftercare support under section 117 of the Mental Health Act?

Q2. Could you provide details of any service(s) you commission to provide Independent Advocacy Support to people going through Continuing Health Care processes (adult) or Continuing Care (children)?

Q3. Could you provide details of any service(s) you commission to provide Independent Advocacy Support to people accessing personal wheelchair budgets?

Q4 Could you provide details of any service(s) you commission to provide Independent Advocacy Support to people accessing or using personal health budgets processes (both adult and children)?

The Council’s response is set out below:

 

For Adults we currently commission VoiceAbility to provide Independent
Advocacy to meet all our statutory duties, including under the Mental
health Act, Mental Capacity Act, Deprivation of Liberty, Safeguarding and
Care Act. This is a joint approach with the CCG with the annual contract
value being  £485,000. The contract does not have a specific value
attached to Independent Mental Health Advocates but  is structured to
allow for flexibility in meeting demand across all types of statutory
responsibilities for advocacy support placed on the Council and its CCG
partners, including all those eligible for the IMHA service as outlined in
Chapter 6 of the Mental Health Act Code of Practice.

 

The below response refers to Children’s Services:

 

Advocacy Focus - Deliver Lot 2 Return to Home Interviews for Looked After
Children who have been absent or missing

 

Contract Start Date: 2^nd January 2018

 

Contract End Date: 31^st December 2020 (*Option to extend for a further
period of twelve (12) months on up to three (3) occasions)

 

**Total Contract Value: £178,398

 

NYAS – Deliver Lot 1: Independent Advocacy for Looked After Children & Lot
3: Independent Visitor Services

 

Contract Start Date: 5^th February 2018

 

Contract End Date: 4^th February 2021 (*Option to extend for a further
period of twelve (12) months on up to three (3) occasions)

 

Total Contract Value: £419,832

 

With regard to questions 2, 3 and 4 Bradford Council does not hold this
information.
