Are Bonuses paid by Help to Buy ISA accounts are public funds or not public funds?

Dear Her Majesty's Treasury,

I hope everyone is safe and healthy. My questions are regarding the bonuses paid from the Help to Buy ISA (HTB ISA) account. Are those bonuses via Help to Buy ISA accounts considered as public funds or benefit by any chance please? Since people on resident permit (visa) are not entitled to public funds.

I have read the guidance on gov.uk about public funds for immigration purposes (https://assets.publishing.service.gov.uk...) and it does not answer the above questions at all. I also asked a bank and a solicitor and they requested to get this info confirmed.

I kindly request you to please help me in this regard. I will appreciate your kind, patient and swift help in this matter. Thank you so much and stay safe.
