Appointment of Deputy PCC

Dear North Yorkshire Police and Crime Panel,

A statutory report prepared by the Panel concerning the proposed appointment of a Deputy PCC was helpfully provided to me earlier today via email.

I was given to understand by the PCC's office that details of the number of candidates that applied for the job, and the number from that pool of applicants that were interviewed, would be included in that report.

It plainly is not, and I now request that this information be disclosed by way of the Freedom of Information Act.

Thank you for your email of 19th October 2016. 

 

The Police and Crime Panel is legally obliged to publish a report
regarding its recommendation as to whether or not it feels that the
preferred candidate put forward for the role of Deputy Police and Crime
Commissioner is suitable for that appointment.  For the purpose of
clarification, this pertains specifically to the part of the public
meeting which is a 'confirmation hearing'; namely, where questions are
asked of a candidate to assess their suitability for the role and where
the Panel's specific legal role is to consider whether that person meets
the minimum standards required.  Discussion with the Commissioner around
the broader context and rationale for seeking to appoint a Deputy Police
and Crime Commissioner - including details of the selection process
conducted - did not form part of the specific, and intentionally separate,
role discharged by the Panel under Agenda Item 8 (confirmation hearing) on
6th October 2016.  As such this information does not form part of the
Panel's report about the candidate. 

 

I understand that your request for details of the selection and
interviewing process as undertaken for the appointment of a Deputy Police
and Crime Commissioner has also been submitted to the Office of the Police
and Crime Commissioner, who have now responded in full.  I note that this
