Dear Hillingdon Borough Council,

Under the freedom of information act please supply all the contracts and internal/external correspondence and minutes relating to the Apcoa parking enforcement contract extension decided upon on the 16th November 2017. The meeting details can be found here.

It is noted that the council stated that the information in this request would be withheld form the public and be covered under the following clear standard citation.

"Whilst the Cabinet's decisions above are always made public, the officer report relating to this matter is not because it was considered in the private part of the meeting and contained information relating to the financial or business affairs of any particular person (including the Authority holding that information) and the public interest in withholding the information outweighed the public interest in disclosing it (exempt information under paragraph 3 of Part 1 of Schedule 12A to the Local Government (Access to Information) Act 1985 as amended."

However, having examined the reasons given in conjunction with the pertinence of the standardised legal citation, it is not legally applicable in this particular instance. Therefore would you please furnish the information requested as failure to furnish this request under the circumstances would indicate further undue prejudice on the council's behalf.

I am writing to request an internal review of Hillingdon Borough Council's handling of my FOI request 'Apco Contract Extension from August 2018 to August 2021'.

A request was made to the council on the 21st November for the following

The reports were withheld under the guise of public interest. Given that there are genuine legal concerns over the council's handling of RTOs/TMOs to which this contractor is aware and that the council has made adjustments in notice procedures since April 2017, it is in the public interest that the information be released.

The council has once again ignored a request made by myself without reason and again has displayed undue prejudice in handling a request. Therefore to avoid complaint to the ICO please repond with the information requested.
