Dear Wigan and Leigh Housing Company,

I am concerned that Wigan & Leigh housings strategy for dealing with anti-social behaviour, especially out of hours is inadequate, if not completely ineffective.

The information I am requesting is as follows:

1. The total number of complaints of neighbour induced anti- social
behaviour and noise pollution made to the council every year since
January 2010.
2. The total number of these complaints that have been classified as a "Hate Crime" or contain elements that can constitute a hate Crime since January 2010.
3. The number of these complaints of neighbour induced anti social
behaviour and noise pollution which relate specifically to tenants
of housing provided by Wigan & Leigh Housing - broken down by year
since January 2010.
4. The number of cases which went to mediation and resulted in no
further complaints over 12 months after mediation.
5. The number of cases which went to mediation and were not
resolved.
6. The number of evictions on the grounds of noise pollution and
anti social behaviour.
7. The average length of time taken to resolve a complaint.
8. The length of time specified in the council's own complaints
policy for dispute resolution.
9. The average cost and man time spent per complaint from start to
satisfactory outcome.
10. Full details of the policy decision as to why tenants of Wigan
and Leigh Housing may not use the services of the town's
environmental health department in respect of noise complaints.
11. Full details of the out of hours service available in cases of
neighbour induced noise pollution and anti-social behaviour
particularly in respect of vulnerable groups.

Please accept my apologies for the delay in responding to your request. It
is an extremely busy time of year and officers have been tied up with
other duties.

 

The response below is an interim one because before we can reply in full,
we will need more detail from you.

 

1. The total number of complaints of neighbour induced anti- social
behaviour and noise pollution made to the council every year since January
2010. Do you mean council, WALH, GMP…what about other social landlords?
This needs some clarification

 

2. The total number of these complaints that have been classified as a
"Hate Crime" or contain elements that can constitute a hate Crime since
January 2010. The police or council may have this figure but Wigan and
Leigh Housing don’t have separate logs.

 

3. The number of these complaints of neighbour induced anti social
behaviour and noise pollution which relate specifically to tenants of
housing provided by Wigan & Leigh Housing - broken down by year since
January 2010.Wigan and Leigh Housing don’t deal with noise pollution and
all our cases are classed as neighbour anti social behaviour.

 

4. The number of cases which went to mediation and resulted in no further
complaints over 12 months after mediation. What time period are you
referring to? This needs some clarification.

complaints involving tenants.

in respect of vulnerable groups. Wigan and Leigh don’t have an out of
hours service but our officers are trained to recognise signs of
vulnerability and respond accordingly.
