Dear Preston City Council,
you employ a company called ANPR to manage some of your carparks.
ANPR clearly state on there signage , that by parking there, they have allowed a contract between themselves and you to be broken , they then have to pay you £100.
I know of several cases where people have not paid there "fines" , therefor how many times have ANPR paid you £100? (jan 2012 / july 2013)
this info is needed in a pending court case

so there only losses would be money paid to you , you say they do not pay you , so where are there losses?

Dear Mr. Brooksbank,
I refer to your email of 25 October 2013.
I can confirm that Preston City Council has a contract with ANPR Limited which allows them to enforce parking restrictions on various pieces of Council owned land.
ANPR are responsible for recovering any payments owed and they receive and retain any fines for illegal parking.
If you have any issues with ANPR's signage or their procedures then you need to raise them directly with the company.
