Dear Watford Borough Council,

Under the Freedom of Information Act please can you provide the following information:

1. Total number of applications for allotments for the years 2007 to 2012 (by calendar year please) broken down by each allotment site owned by the Council.
2. Total numbers on waiting lists for the end of each calendar year (2007 to 2012) and broken down by each allotment site owned by the Council.
3. Occupancy percentage for the end of each calendar year (2007 to 2012) broken down by each allotment site owned by the Council.
4. The promotional / advertising budget for the Parks and Open Spaces department of the Council for each Financial Year (2007 to 2012) broken down by spend on each section
(i.e. How much was spent on promoting the Council's Parks / Allotments / Play Rangers etc).

Please note: - If the information for Q1 to Q4 is not recorded / held in calendar years please provide the information in financial years for 2007 to 2012 and the latest information for 2012/13.

Many thanks for the response to my request.

I do have a follow up question, although not for recorded information.

You state in your waiting list data that Farm Terrace currently has eight applicants waiting for a plot. I also understand from the "allotment page" of the Council's website that the waiting list for Farm Terrace is currently closed.

Therefore can you confirm;

1. When exactly was the waiting list was closed to applicants for Farm Terrace allotments?
2. Why there are applicants for Farm Terrace allotments on a waiting list when the waiting list is closed?

Please find below a response to your questions.

Apologies that it has taken longer than normal to reply but I have been out of the office unexpectedly over the last two weeks.

1. When exactly was the waiting list was closed to applicants for Farm Terrace allotments?

2. Why there are applicants for Farm Terrace allotments on a waiting list when the waiting list is closed?

Following the report to Cabinet on 18 June 2012 , we advised people that we were not processing applications for Farm Terrace until the Cabinet decision later in the year when the situation would be clearer. We did not close the waiting list at this stage. People were still able to express an interest in a plot on Farm Terrace but were made aware of why we were not processing applications. All those on the current Farm Terrace waiting list have been offered plots on other sites but they have chosen to remain on the waiting list until the outcome of the Secretary of State's decision is known. We last sent them a letter on 12.12.12 to keep them up to date. If the allotments are not deregulated, then these people will, of course, be offered available plots as a priority. The waiting list was officially closed following the Cabinet decision in December.
