Dear City of York Council,
The Corporate Director Ferris made delegated decisions to *share’ two pots of money for play area upgrades.

It is interesting that the allocation of the funds meant that one ward, one of the wealthiest ( Lib Dem gain from the Conservatives coincidentally) got 4 approvals including a major grant for a new park. Whereas other more disadvantaged wards, with serious health and other deprivation metrics, got very little.

May I ask as follows

1) The recorded information given to Councillors on the how they scheme works work and the application process. To discover the rules of the game, and if everyone was working to the same rules.
2) The scoring process and tabulation please, we’re deprivation indicees used to prioritise disadvantaged areas?
3) The rationale and recorded decision to join the two pots
4) The rationale and decision to give blanket proportionality grants to all applicants. We’re the equalities aspects considered where areas were in parished as to how that decision might impact on then?
5) For each of the last two FY years, the schedule of play area improvements from Council core funds -play areas, ward, fund, amount.
6) For each of the last two FY the additional work done on play areas from S 106, other grants and ward funds.play area, ward, fund, amount
7) How many applications were made and not submitted on this tabulation.
8) Were any early applications discouraged by staff, if so fir what reason, and which wards were they in?
9) why was £75k witheld, and what is ri be done with this?
10) How many Officer hours did it take to design, manage and select these play schemes..

Information Act (FOIA).

 

Please accept the councils apologies for the delay in responding.

 

Allocation of Play area pot:

 

1)         The recorded information given to Councillors on the how they
scheme works work and the application process. To discover the rules of
the game, and if everyone was working to the same rules.

 

The origin of this scheme is a decision taken by the Executive Member for
Leisure, Culture and Communities 21^st October 2019. See attachment 1.

 

Applicants were asked to submit their application using the form which was
published on the Council website. See attachment 3.

 

2)         The scoring process and tabulation please, we’re deprivation
indices used to prioritise disadvantaged areas?

 

Applicants were assessed against the questions in the application from and
a site visit. No scoring process was used and no depravation indices were
used. 

 

3)         The rationale and recorded decision to join the two pots

30 applications were made to the fund, one of which was a test application
that contained no information and is not included on the tabulation.

No applications were discouraged by staff

The reasons to withhold £75k to the grant fund is set out in Officer
Decision – Attachment 3. The £75k will be used to pay for safety surfacing
work at City Council managed play areas
