Dear Doncaster Borough Council,

My request is about allocation of funding under the small business rate relief scheme. That is, whether any grants have been requested, paid, or are in process of screening or paying, to the following groups:

Those 'small businesses' classed as 'Hunts' or 'Hound' packs including 'Beagle' packs or any other kind of dog or bitch packs, the purpose of which is said be to follow with dogs an artificial scent, sometimes known as 'Drag' or 'Trail' hunts.

Please provide names of these 'businesses' and registered addresses.

Also whether funding under the small business rate relief scheme has been requested by the Masters of Fox Hounds Association and whether funding has been paid, or is in the the process of screening or paying to this organisation.
If this organisation is eligible for the grant, please provide the registered address.

Thank you for your Freedom of Information request dated 22^nd November
2020 for information about the Small Business Grant Fund in particular
whether any grants have been requested, paid, or are in process of
screening or paying, to the following groups:

Also whether funding under the small business rate relief scheme has been
requested by the Masters of Fox Hounds Association and whether funding has
been paid, or is in the the process of screening or paying to this
organisation.

Firstly I would advise you that we do not record the nature of a business
on our records. With regards to your request for details of ratepayers who
have received a grant please find below Doncaster Councils response.

Refusal to disclose information

 

Decision:

 

After carefully considering your request, the Council has decided to
refuse to disclose the information you have asked for under Section 31 (1)
(a) of the Freedom of Information Act 2000. 

 

Basis for decision:

 

This law allows us to refuse to disclose information, through the Freedom
of Information Act process, which refers to "law enforcement”.  This is
called an "exemption".

 

Why does the exemption apply in this case?: 

 

Insert reasons why exemption applies;

 

31 Law enforcement

(1) Information which is not exempt information by virtue of section 31 is
exempt information if its disclosure under this Act would, or would be
likely to, prejudice—

(a) the prevention or detection of crime

 

Public Interest Test :

 

This exemption is qualified and on that basis I have considered whether or
not in this case the public interest in maintaining the exemption
outweighs the public interest in disclosing the information.  In coming to
a decision to maintain the exemption I have considered the following
public interest factors in favour of disclosing the information:

 

 1. It is in the public interest to be open and transparent about the use
of public funds.

 

Against that I have balanced the following public interest factors in
favour of maintaining the exemption:

 

 1. The prevention of criminal activity in relation to fraud, disclosure
would result in monies being fraudulently claimed.
 2. The protection of public funds.

 

On balance I do not consider that the public interest outweighs the need
to protect against the risk of criminal acts being committed if the
Council released this information at this time.
