I am sending this email to you as a freedom of information request under the corresponding legislation.

Specifically I require details of all staff who have receive incremental progression by way of promotion/career advancement from the period of 1st January 2005- 1st august 2012.

This information must be broken down by Staff group, Salary Band/Grade, Ethnicity, Gender, Disability and Age group categorised using the following age bands 16 - 20, 21 - 25, 26 - 35, 36 - 45, 46 - 55, 56 – 65 and 65+.

This information must also include all those who have been uplifted in their salary through receiving additional incremental points outside of normal cost of living and yearly incremental rises as well as all those whom have received additional salary payment or progression through a Regrading, Re-banding, Promotion and Acting up route.

Further to my e-mail dated 7 August 2012, please see attached spreadsheet containing the information we are able to provide in response to your information request dated 2 August 2012. For clarification, a change of 10 points on the spreadsheet represents an increase of 1 scale point, 20 = 2 scale points etc.

Our workforce information is recorded and stored on an Electronic Staff Record (ESR) system. However, unfortunately, only data on staff incremental progression from mid-August 2010 is held within ESR as the system automatically deletes change data after 2 years.

For us to compile any of the earlier data you have requested would involve manually checking through all individual paper staff personal files within each department and such an exercise could not be undertaken within the £450 cost limit which represents the estimated cost of one person spending 18 hours in determining whether the PCT holds the information, and locating, retrieving and extracting the information. Consequently, under Section 12 of the Freedom of Information Act, we are not obliged to comply with this aspect of your request and therefore we will not be providing information prior to mid-August 2010.

I am sorry that we have been unable to provide you with all of the information you have requested.
