All Officer collar numbers
Dear West Yorkshire Police,
Q1. I would like to request the collar number of all West Yorkshire Police (WYP) Officers, broken down into either active or inactive Officers, where an inactive collar number is of Officers who may have left the force or the collar number is no longer used for other reasons.
Q2. For each collar number I would like to know the date the collar number became active and the date it was deactivated.
Q3. For each collar number I would like know how many officers have been allocated the same collar number over time or confirmation that once a collar number has been issued to an officer it is never reused and reactivated later through reassignment.

In response to my Question 2:

your response has been :
"West Yorkshire Police is unable to provide you with dates of activation or deactivation as this information is exempt by virtue of Section 40(2) Personal information. Please see Appendix A for the full legislative explanation".
I presume you are referring to this section of the legislation :

Namely :
"40 The sixth data protection principle
The sixth data protection principle is that personal data processed for any of the law enforcement purposes must be so processed in a manner that ensures appropriate security of the personal data, using appropriate technical or organisational measures (and, in this principle, “appropriate security” includes protection against unauthorised or unlawful processing and against accidental loss, destruction or damage)."
Please can explain how exactly you have interpreted the legislation and have concluded that a collar number along with an activation and deactivation dates constitute personal data? How exactly does this pieces of data help identify a natural persona for it to be constituted as personal data and therefore exempt under the referenced section in legislation?
