Dear Freedom of Information,

I am not sure that NP should be asking a requester for details regarding the " purpose of this request". However, I am happy to confirm the request is made concerning all, any monies, paid by NO, from public funds, to 1. Cheviot Solutions Limited And; 2. Chorus Management Limited for goods and or services. NP are required to be open and transparent regards public funds, how they are spent.

You have stated; "Please note that requests for "all recorded information" are likely to attract exemptions to do with size and cost." NP's attempt, at this early stage, and whichout having even concidered the request ... to refer to exemptions is in no way open or transparent. I would remind you that my request clearly stated that I was also requesting; "copies of any, all invoices, correspondence, records of payments, detailed breakdown of all amounts, spreedsheets etc." All of which will be easy to check via NP Finance and accounts departments (financial Mangement) by simple search for all, any payments made to above named companies.

Please deal with my request without furer delay. There was never any reason to plave the request on hold. This request , the requested information must be dealt with as of the date, 09 November 2017, the request was made. All, any information relating to this request which was, is held by NP at that time should be disclosed unless exempt.

Yours sincerely,

Martin McGartland

Freedom of Information Mailbox, Northumbria Police

Provision of information held by Northumbria Police made under the Freedom
of Information Act 2000 (the 'Act')

Thank you for your e mail dated 16th November 2017 in which you clarified
your request for access to certain information which may be held by
Northumbria Police.

As you may be aware the purpose of the Act is to allow a general right of
access to information held at the time of a request, by a Public Authority
(including the Police), subject to certain limitations and exemptions.

You asked:

“This is a request for all recorded information (copies of original
documents) held by you concerning all, any payments made by Northumbria
Police for goods or services from;

1. Cheviot Solutions Limited

2. Chorus Management Limited

The request is also for copies of any, all invoices, correspondence,
records of payments, detailed breakdown of all amounts, spreedsheets etc.
The request is for weverything which relates to this request.

I would like this information to cover the period between October 2006 and
09 November 2017.”

We have now had the opportunity to fully consider your request and I
provide a response for your attention.

In order to keep this request within the permitted time constraints we
sought information from the place most likely to hold the information
request.  As the request relates to payments made this would have been
likely dealt with by our Finance Department so a response was sought from
there, and accordingly I respond as follows:

1 and 2.  Northumbria Police retention policy for Finance Records is 6
years plus the current year.  With this in mind, we can only provide
information as follows; Between 9^th November 2010 and 9^th November 2017,
there have been no payments made to either of the above mentioned
companies.

As we had already advised both in this request and to others where you
have asked for ‘everything’ that may be held, to establish if anything
further is held anywhere in force would require all personal and
departmental mailboxes being checked, as well as postal records and files
where any such correspondence/ information may be found back to October
2006  This cannot be achieved with the prescribed 18 hour threshold.

Due to the different methods of recording information across 43 forces, a
specific response from one constabulary should not be seen as an
indication of what information could be supplied (within cost) by another.
Systems used for recording these figures are not generic, nor are the
procedures used locally in capturing the data. For this reason responses
between forces may differ, and should not be used for comparative
purposes.

The information we have supplied to you is likely to contain intellectual
property rights of Northumbria Police. Your use of the information must be
strictly in accordance with the Copyright Designs and Patents Act 1988 (as
amended) or such other applicable legislation. In particular, you must not
re-use this information for any commercial purpose.

You may be interested to know that Northumbria Police routinely publish
information via the Disclosure Log. The aim of the Disclosure Log is to
promote openness and transparency by voluntarily placing information into
the public arena.

The Disclosure Log contains copies of some of the information that has
been disclosed by Northumbria Police in response to requests made under
the Freedom of Information Act 2000.

Whilst it is not possible to publish all responses we will endeavour to
publish those where we feel that the information disclosed is in the wider
public interest.

The Disclosure Log will be updated once responses have been sent to the
requester.
