Air quality monitoring data
Dear Oxford City Council,
Please provide me with the recent air quality monitoring data you hold for the Cowley area of Oxford. By "recent”, I ideally mean between 1 January 2022 to 31 March 2022. This is is a follow-on request to four requests made previously, because I want to evaluate the impact of the ending of lockdown and the Cowley LTNs on local pollution levels. I am happy to accept unverified / unapproved data.
In response to my earlier request, I previously received data from 1 December 2021 to 5 January 2022, rather than to 31 December 2021 as asked for. Therefore, if it is more conveinent for you to provide me with data from 6 January 2022 (or approximate nearby date) to 31 March 2022 (or appromiate nearby date), rather than between 1 January 2022 to 31 March 2022, that is fine.
By "the Cowley area of Oxford", I mean all pollution monitoring stations around Cowley Road, Hollow Wall, Temple Road, Oxford Road, Garsington Road, Barns Road, Iffley Road, Horspath Driftway, and any other local pollution monitoring stations that do not currently appear on the https://oxfordshire.air-quality.info website. If in doubt regarding borderline monitoring stations, please include its data.
To allow for easy comparison with previously published findings, please include the "site ID / diffusion tube" number for all records returned. My preferred way to receive this data is Excel.
Yours faithfully,
Richard Parnham

Dear Mr Parnham
Further to the acknowledgement below, I can respond to your Freedom of
Information Act 2000 request received on 14 April 2022 as follows:
Request

Response
1- The diffusion tubes are replaced on a monthly basis following DEFRA's
specific exposure calendar which is available here:
[2]https://laqm.defra.gov.uk/air-quality/ai...
. This is something that we need to follow scrupulously as it's a
condition part of the LAQM regime that all LAs need to follow
2- Attached, you can find the lab results of our diffusion tubes for the
months of January and February 2022 as we receive them
Notes:
- The laboratory that provides the analysis of our diffusion tubes has
changed - The new lab (Socotec) has replaced South Yorkshire Air Quality
Samplers (SYAQS) - they will use different methodologies/procedures to
calculate NO2 concentrations, and hence there will be different systematic
errors associated with the results - this will make any comparison of
unratified/unverified/unapproved data between labs a completely pointless
exercise - these datasets will only be comparable between labs once the
results are fully corrected and ratified
If you disagree with any part of the response to your request, you are
entitled to ask the Council for an internal review of the decision(s)
made. You may do this by writing to the Monitoring Officer, by either
email – [3][email address] – or by post to Monitoring Officer, Oxford
City Council, St Aldate’s Chambers, St Aldate’s, Oxford, OX1 1DS. After
the result of the internal review, if you remain dissatisfied, you may ask
the Information Commissioner to intervene on your behalf. You may do this
by writing to the Information Commissioner's Office, Wycliffe Lane,
Wilmslow, Cheshire, SK9 5AF.
