Air Conditioning Inspection Report Compliance Audit (commonly known as an ACI TM44)
Dear Blaenau Gwent County Borough Council,
This request relates to TM44 Air Conditioning Inspection Reporting, which is mandatory for buildings which are air conditioned above a statutory minimum size. Ministry of Housing, Communities and Local Government has recently taken over compliance.
Q. How many buildings do you occupy which have air conditioning. Provide addresses?
Q. Who is the responsible person for ensuring that your buildings are legally compliant on the TM44 requirement? Provide the name, position, address, email address and direct telephone number of the responsible person.
Q. All reports are mandatorily lodged on the MHCLG database. No reports are currently lodged or are out of date, you are therefore non-compliant. When do you intend to rectify the situation?
Q. Air conditioning and air handling systems can cause increased risk of Covid-19 spread, have you included the TM44 into your return to work risk assessments?

We do not provide the names of Officers below the level of Head of Service
as they are exempt under FOI Section 40(2), which applies to personal
data, as the officers concerned would legitimately not expect their names
to be disclosed.

When do you intend to rectify the situation?
Currently working through energy certification of buildings, once a budget
allowance can be made TM44 will be on the agenda.
Costs are around £2500 per site such as Anvil Court and VITCC, reports
have to be renewed every 5 years. The report also relies on updated F Gas
Documents and records of scheduled maintenance and repairs.
Q. Air conditioning and air handling systems can cause increased risk of
Covid-19 spread, have you included the TM44 into your return to work risk
assessments?
TM 44 will have little implication on the ability of a Building to operate
in a Covid 19 Environment as it is mainly concerned with Energy Efficiency
of the equipment, TM 44 reports are also on a 5 year cycle and can
therefore be out of date with regards to the Equipment in the Building.
The Main factors are to ensure ventilation systems are operational and
have been set to full fresh air where possible. The Air plant is cleaned
thoroughly and regularly maintained. Unitary Air Conditioning Systems will
be switched off or where they have to be used set to low speed operation.
If they are regularly cleaned they can be used in Heating Mode only where
there is no other form of Heating available. Time schedules will need to
be implemented.
