Dear University of Southampton, Under the Freedom of Information Act 2000,
I request the following:

- Agreements and supplementary agreements with the Office of Chinese
Language Council International (Hanban) and the Xiamen University on the
establishment / continuation of the Confucius Institute at the University
of Southampton

 

Answer:

The University is considering applying exemption [3]Section 43(2) of the
Act to some of the information requested, subject to the Public Interest
Test under the Act.

In consideration of the Public Interest Test, the University must consider
whether the public interest in maintaining the exemption outweighs the
public interest in communicating the information.

This email acts as notification that by virtue of [4]Section 10(3) of the
Freedom of Information Act 2000, where public authorities have to consider
the balance of the public interest in relation to a request, they do not
have to comply with the request until such time as is reasonable in the
circumstances.

Unfortunately we have not yet reached a decision on the balance of the
public interest raised in your request for information.

Due to the need to consider, in all the circumstances of the case, where
the balance of the public interest lies in relation to the information
that you have requested, we will not be able to respond to your request in
full at this time.

We hope to provide you with an outcome by 21 July 2020.

I am writing to request an internal review of University of Southampton's handling of my FOI request 'Agreements on the Confucius Institute' (Ref. RITM0260877).

Especially from the point of view of current public concerns about funding from Chinese sources and whether this is influencing UK organisations, it is necessary to strive for maximum transparency and openness. Also, it's important that an organisation discloses how it receives and spends public money from China and the UK. Only then, the Institute operates transparently.

It is unacceptable that especially that part of the agreement has been blacked out.
