Dear University of Wales Trinity St David,

I am writing to request an internal review of University of Wales Trinity St David's handling of my FOI request 'Agreements on the Confucius Institute'.

Especially from the point of view of current public concerns about funding from Chinese sources and whether this is influencing UK organisations, it is necessary to strive for maximum transparency and openness. Also, it's important that an organisation discloses how it receives and spends public money from China and the UK. Only then, the Institute operates transparently.

It is unacceptable that no agreements have been made available to me by the University of Wales Trinity St David.

I request an internal review. I want full disclosure of the agreements that fall within the scope of my FOI request.

this University on 10th March 2020 (the original request is beneath in red
narrative) and please accept my apologies for the slight delay in this
response. Unfortunately, due to the Covid-19 pandemic and the closure of
all University campuses at present it is proving very difficult to
retrieve all of the data you have requested. As a result, rather than
leave this as an outstanding review request I would ask your permission to

Further to your correspondence and a letter received from the Information
Commissioner’s Office dated 11^th February 2021, I attach agreements
between University of Wales Trinity Saint David as per your original
request of 20^th January 2020 as beneath in red narrative . The
redactions within the two documents are made under s.40 Freedom of
Information Act 2000 (personal data) which is an absolute exemption so the
public interest test does not apply.

Why did the internal review take almost 12 months?

Where is the agreement on the establishment of the Confucius Institute with the Office of Chinese Language Council International (Hanban)? You only sent me the renewal agreement.

I hope for a quick response. Otherwise I'll appeal to the Information Commissioner again.

May I once again apologise for the time taken to respond to the review request. As previously indicated we are currently operating off campus and have been ostensibly doing so since March 2020.

In regards to your query referencing the agreement on the establishment of the Confucius Institute below. I have undertaken a review of the documentation and can again confirm that the University has provided all agreements it holds between UWTSD and the Office of Chinese Language Council International (Hanban) and the Beijing Union University on the establishment / continuation of the Confucius Institute at University of Wales Trinity Saint David.
