Agency Supply Teacher Usage

Roedd y cais yn llwyddiannus.

Dear Manchester City Council,
I am interested in the amounts paid by each school in Manchester
LEA to third parties in relation to temporary agency staffing cover. My
hope is to receive an electronic breakdown of amounts paid
through the department's purchase ledger by school.

Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from
your main system (I would like you to advise which system this is).
By main system I mean the system that handles the largest part of
the department's expenditure. If supplier payments are
made through separate systems, then I would like you to choose the
main system for each.
3. The information I require for each school is: School Name;
Supplier name and total amount paid.
4. I would like the information to cover the year 2009/10

Yours faithfully,

Amanda Walker

Manchester City Council

Dear Amanda Walker,

Re: Request for Information - Temporary staffing cover - Reference Number:
CHS/867DZN

Thank you for your request for information, which was received by
Manchester City Council on 7 June 2010 and has been considered under the
provisions of the Freedom of Information Act 2000. We apologise for the
delay in responding.

You asked:

I am interested in the amounts paid by each school in Manchester to third
parties in relation to temporary staffing cover. My hope is to receive an
electronic breakdown of amounts paid through the department's purchase
ledger by school.

Notes:
1. I would like the information in electronic format. This should
avoid any printing cost issues.
2. In order to avoid your having to collate information from
peripheral systems, I am willing to accept information only from your main
system
(I would like you to advise which system this is). By main system
I mean the system that handles the largest part of the department's
expenditure. If supplier payments are made through
separate systems, then I would like you to choose the main system
for each.
3. The information I require for each school is: School Name; Supplier
name and total amount paid.
4. I would like the information to cover the year 2009/10.

In response to your request, I have summarised the information in the
attached spreadsheet (showing 2009/10 figures) and the following text.

It has been determined that the Council holds some of this information.
The information we hold is a list of schools and the amount spent on
agency teaching staff as supplied to the Council by schools in the
Consistent Financial Reporting (CFR) returns under category E26 Agency
Supply.

Unfortunately, the name of the supplier and the cost of non-teaching
agency staff is not held by Manchester City Council. You may wish to
contact the individual schools, as they are more likely to hold this type
of information. [Please see
http://www.manchester.gov.uk/site/custom... ]

There are many reasons why a school may have spent the amount listed; the
year might not have been a typical year for that school. Decisions on
employing agency staff are taken following good practice in financial
management and governance, and in discussions with school governors.

Some schools use agency staff to cover permanent vacancies in addition to
covering posts during long term sickness, or pending appointment of
permanent staff.

Please note if you are not satisfied with this response you may ask for an
internal review. If you wish to complain you should contact me in the
first instance.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision.
